14.24.010 - Findings.¶
Rocks located on banks adjacent to any waterway within the Moss Landing Harbor, including but not limited to the Old Salinas River Channel, Elkhorn Slough, Moro Cojo Slough, and Bennett Slough, protect property abutting the slough from cave-ins and bank erosion, and the harbor from undue silting. Unauthorized removal of said rock endangers the public functions of the Moss Landing Harbor District and damages private property.

14.24.020 - Unlawful.¶
It is unlawful for any person not authorized to do so by the owner of the underlying fee to move, remove, disturb or relocate any rock or rocks placed or used for bank stabilization purposes on the bank adjacent to any waterway within the Moss Landing Harbor, including but not limited to the Old Salinas River Channel, Elkhorn Slough, Moro Cojo Slough, and Bennett Slough, or any of the tributaries or inlets thereof.
