11.53.010 - Prohibited political activities of officers and employees.¶
No appointed County officer or employee shall engage in overt political campaigning activity during his or her working hours.

11.53.020 - Prohibited political activities on County premises.¶
No person shall conduct any overt political campaigning activity in County buildings or on County premises adjacent to said buildings. County buildings and premises as used herein include but are not limited to:
A. County Courthouse and Sheriff's Office and Annex, Salinas.
B. County Probation Office and Juvenile Hall, Salinas.
C. Natividad Medical Center, Salinas.
D. Jail and Rehabilitation Center, Salinas.
E. County Health Department Buildings, Salinas.
F. County Weights and Measures Office, Salinas.
G. Department of Public Works Complex, East Laurel Drive, Salinas.
H. Department of Public Works Buildings, East Alisal, Salinas.
I. Agricultural Commissioners Office, Salinas.
J. County Social Services Building, Salinas.
K. County Elections Office, Salinas.
L. CETA Office, Salinas.
M. Community Services Office, Salinas.
N. County Buildings, King City.
O. County Court Building, Soledad.
P. County Court Building, Castroville.
Q. County Courthouse, Monterey.
R. County Health Department Building, Seaside.
S. Boys Ranch, Salinas.
T. County Libraries.

11.53.030 - Penalty for violation.¶
Any person, association or committee who violates any of the provisions of this Chapter is guilty of an infraction punishable by a fine not exceeding two hundred fifty dollars ($250.00).

11.53.040 - Definitions.¶
"Overt political campaigning" as used herein shall mean the display of signs or posters indicating a preference for office or a preference for a certain ballot measure. It shall also mean a public speech or address for or on behalf of a candidate or ballot measure. It shall not include private, voluntary conversations between individuals.

11.53.050 - Exceptions.¶
Nothing in this Chapter shall apply to any duly permitted activity in any Monterey County Park including the lawn area at the northeast corner of the courthouse grounds in Salinas or bumper stickers on private vehicles.
