9.07.010 - Declaration of policy.¶
The City Council of the City of Monte Sereno finds that noise is disturbing and detrimental to the health, safety and welfare of the public and is contrary to the public interest. Residents of Monte Sereno are entitled to the reasonable use and quiet enjoyment of their property and should be protected from noise exposure during specified periods of time.

9.07.020 - Outside construction or repair work—When prohibited, emergency work exception.¶
It shall be unlawful for any person to operate equipment or perform any outside construction or repair work on any building, structure, project, or use any pneumatic hammer, steam or electric hoist, backhoe, bulldozer, or dump truck or other construction type device before the hour of 8:00 a.m. or after 8:00 p.m., on any Monday through Friday; or before the hours of 9:00 a.m. or after the hour of 5:00 p.m., on any Saturday; or at any time on any Sunday or public holiday. For the purposes of this Chapter, "public holiday" shall mean each day designated by resolution of the Monte Sereno City Council as an official holiday. If the City Manager finds evidence that an emergency exists that imperils the public safety, the City Manager may direct the construction or maintenance work to proceed during such hours as may be necessary for the duration of the emergency.

9.07.030 - Exception, outside construction that does not require a permit.¶
A homeowner or tenant may perform work on their property without the time restrictions stated in Section 9.07.020 of this Chapter, as long as the work being performed does not require any permit from the City.

9.07.035 - Mechanical blowers—Gas-powered devices prohibited.¶
It shall be unlawful for any person to operate, cause the operation of or allow the operation of any gasoline-powered leaf blower in any zoning district or public space. This shall include, but not be limited to, a leaf blower operator, leaf blower operator's employer, property owner, property manager, tenant, or other person authorizing or employing the use of a leaf blower on property in any district or public space.

9.07.040 - Mechanical blowers—When prohibited.¶
It shall be unlawful for any person to operate any portable machine powered with a gasoline engine or by electricity used to blow leaves, dirt, grass cuttings, paper, trash, or any other type of unattached debris or material off sidewalks, driveways, lawns, or other surfaces before the hour of 9:00 a.m. or after the hour of 5:00 p.m. on any Monday through Saturday or before the hour of 10:00 a.m. or after the hour of 5:00 p.m. on Sundays or City observed holidays.

9.07.060 - Mechanical blowers—Sound limit.¶
It shall be unlawful for a person to operate any mechanical blower used to blow leaves, grass cuttings, paper, trash, or any other type of unattached debris or material off sidewalks, driveways, lawns, or other surfaces if such mechanical blower has a decibel rating over sixty-five (65) dB as rated by the manufacturer of the mechanical blower. For purposes of this Section, the decibel rating shall be taken at a point fifty (50) feet from the fully operating mechanical blower.
