2.04.010 - Finance Director, creation and duties.

There is hereby established the office of Director of Finance and the City Manager is designated as the Director of Finance. The financial and accounting duties imposed upon the City Clerk in Sections 4.0802 through 40805 of the Government Code are hereby transferred to the Finance Director. In addition to any other duties assigned to the Finance Director, the Finance Director shall have the following powers and duties:

A. Countersign all City warrants;

B. Certify and approve payrolls or attendance records of all officers and employees of the City not otherwise approved by the department heads;

C. Coordinate and/or prepare financial reports and Treasurer's reports and submit them to the City Clerk for submission to the Council;

D. Coordinate, prepare and keep all financial records of the City;

E. All those powers and duties set forth in Chapter 4, Title 4, Division 3, Part 2 of the Government Code and any other applicable laws of the state; and

F. Perform all duties of City Treasurer as set forth in Government Code sections 41000 et seq.
