Chapter 16.12 — TENTATIVE MAP

§ 16.12.010 ACCOMPANYING DATA FOR FIVE OR MORE LOTS—PREPARATION.

The subdivider shall cause the tentative map to be prepared by a registered civil engineer or licensed surveyor, and such tentative map shall be in full compliance with the requirements of this chapter.

§ 16.12.020 ACCOMPANYING DATA FOR FIVE OR MORE LOTS—FORM.

(A) The tentative map shall be clearly and legibly drawn. The minimum dimensions of this map shall be 18 inches by 26 inches. The scale of the map shall be large enough (not smaller than one inch equals 100 feet) to show clearly all details thereof, and said map shall contain the following information:

  • (1) The tract number or other description according to the real estate records of the County Recorder, true north point, scale, date and the subdivision boundary line accurate in scale;

  • (2) Name and address of record owner, or owners;

  • (3) Name and address of the subdivider;

  • (4) Name, business address, and number of registered engineer or licensed surveyor;

  • (5) Sufficient elevations and contours to determine the general slope of the land and the high and low points thereof;

(6) The locations, names, widths and approximate grades of all streets, highways and ways in the proposed subdivision or to be offered for dedication (not applicable for records of survey);

(7) The locations and existing widths of all adjoining and contiguous streets, highways and ways and the tract number or names of adjoining subdivisions;

  • (8) The approximate widths, location and purpose of all existing or proposed easements;

  • (9) Approximate lot layout, approximate dimensions, and a number for each lot, which numbering shall start with one and be numbered consecutively;

  • (10) The outlines of any existing buildings to remain in place, and their locations within the subdivision in relation to existing or proposed street and lot lines;

  • (11) Approximate location of all areas subject to inundation or storm water overflow and the location, width and direction of flow of all watercourses;

  • (12) The location of political subdivision lines or corporation lines;

  • (13) The location of existing sewers, culverts, or other underground structures within the subdivision and immediately adjacent thereto;

  • (14) The cross-sections of proposed streets showing the size of roadways, location and width of sidewalks;

  • (15) The location of proposed sanitary sewers, storm drains, and other public utilities;

  • (16) Approximate radius and length of each curve;

  • (17) Existing use or uses of the property;

  • (18) Proposed use of the property; if property is proposed to be used for more than one purpose, the area, lot or lots proposed for each type of use;

  • (19) Statement of the improvements and public utilities proposed to be made or installed and of the time at which such improvements are proposed to be completed;

  • (20) Provision for proposed sewerage and sewage disposal, where lots are to be served by private sewage disposal systems (septic tanks, cesspools, and the like) percolation rates of the soil as determined by test holes;

  • (21) Public areas proposed, if any (not applicable for records of survey);

  • (22) Tree planting proposed;

  • (23) Approximate location of each area covered by brush or trees with a statement of the nature of such cover,

and the kind and approximate location of all trees standing within the boundaries of proposed public rights-of-way;

  • (24) Type and location of street lighting proposed;

  • (25) A key map showing the location of the proposed subdivision in relation to the surrounding areas.

(B) In a subdivision which may reasonably be expected to be resubdivided in whole or in part at some future time, there shall be shown in dotted lines on the tentative map a plan of future street extensions with special extensions with special consideration given to drainage.

§ 16.12.030 ACCOMPANYING DATA FOR FIVE OR MORE LOTS—OWNER'S STATEMENT.

Such of the information listed in this chapter as may not practicably be shown on the tentative map shall be contained in a written owner's statement accompanying the same.

§ 16.12.040 FILING PREREQUISITES.

No tentative map shall be accepted by the Planning Division for filing until all fees required by Chapter 16.40 have been paid and all requirements of §§ 16.12.010 through 16.12.030 have been complied with. (`83 Code, § 16.12.040) (Ord. 82-19 § 1 (part), 1982)

§ 16.12.050 FILING REQUIREMENT.

The subdivider shall submit to the planning division for filing with the Commission 20 blue-line prints and one thin brown-line copy of the tentative map together with three copies of the owner's statement. (`83 Code, § 16.12.050) (Ord. 82-19 § 1 (part), 1982)

§ 16.12.060 DEPARTMENTAL DISTRIBUTION.

The Planning Division shall submit copies of the tentative map to the following agencies and departments for their review and report thereon:

  • (A) City Engineer;

  • (B) City Utilities Department;

  • (C) City Fire Department;

  • (D) City Police Department;

  • (E) City Street Department;

  • (F) Monrovia Unified School District;

  • (G) Los Angeles County Flood Control District;

  • (H) Los Angeles County Health Department;

  • (I) Cities within three miles of the subdivision;

  • (J) Public utilities companies;

  • (K) Sanitation Districts of Los Angeles County.

§ 16.12.070 DEPARTMENTAL ACTION.

Within ten days from the date of receipt of the copy of the tentative map, each agency or department to which such copy shall have been transmitted shall examine said map to ascertain if the subdivision proposed thereon conforms to the requirements coming within the authoritative scope of said agency or department, and shall file with the Commission a written report on said map. If the agency or department to which the map is referred fails to report within the allotted time, the Commission shall deem this to imply approval of the map without recommendations or conditions.

§ 16.12.075 PUBLIC HEARING NOTICE.

Notice of the public hearing shall be given pursuant to the Map Act and § 17.52.320 of this code. (`83 Code, § 16.12.075) (Ord. 88-17 § 1, 1988)

§ 16.12.080 COMMISSION ACTION.

(A) The Commission shall review the tentative map and accompanying data, and the reports of said agencies and departments. Within 50 days after the tentative map has been filed, unless such time is extended by mutual consent with the subdivider, the Commission shall report in writing to the subdivider and to the Council its recommendations for approval, conditional approval or disapproval of the tentative map. At the same time the Commission shall designate the improvements which will be required under the provisions of Chapter 16.28 before approval of said map.

(B) Said report to the Council shall contain the reports of said agencies and departments, if such latter reports are at variance with the recommendations of the Commission.

(C) A copy of all official actions on the tentative map shall be affixed to the official file copy of such map in the records of the Commission.

§ 16.12.090 COUNCIL ACTION.

Within 30 days, or at its next succeeding regular meeting after receipt of the Commission report, the Council shall act upon said report and, through the City Clerk, shall report the action there on to the subdivider and the Commission. (`83 Code, § 16.12.090) (Ord. 82-19 § 1 (part), 1982)

§ 16.12.100 EXPIRATION AND EXTENSION.

(A) Expiration. An approved or conditionally approved tentative tract map shall expire 24 months after its approval or conditional approval. The expiration of the approved or conditionally approved tentative tract map shall terminate all proceedings and no tract map, of all or any portion of the real property included within such tentative tract map, shall be filed without first processing a new tentative tract map.

(B) Extension. Upon application of the subdivider filed prior to the expiration of the approved or conditionally approved tentative tract map, the time at which such tentative tract map expires may be extended. The City Council may grant one or more extensions not exceeding five years in total.
