17.32.010 - Merger of contiguous parcels.¶
The merger of contiguous parcel(s) may only occur if all of the following requirements are satisfied:
A.
Contiguous parcels are held by the same owner or owners.
B.
That no more than one of the affected parcels is developed and upon merger only the number of structures allowed by zoning for a single parcel shall be permitted.
C.
That the parcels merged will not:
1.
Be inconsistent or create conflict with the county's development codes or general plan, or any approved specific plan;
2.
Create conflict with the location of any existing structures;
3.
Create new exterior lot lines.

17.32.020 - Property owner requested merger.¶
When the owner(s) of record of any contiguous parcel, as defined in this section, requests merger of contiguous parcels, application shall be made on the forms and in the manner specified by the planning director.
A.
Within 30 days of the application submittal to merge parcels, the planning director shall determine whether the affected parcels are to be merged. To merge contiguous parcels the planning director shall make the following findings:
1.
The resulting merged parcel complies with the appropriate provisions of the Subdivision Map Act and all applicable county requirements for margining contiguous parcels.
2.
The merged parcel does not adversely affect the purpose and intent of the county's general plan or the public health, safety and welfare.
3.
If the planning director determines that the subject parcels shall be merged, the planning director shall cause the notice of merger to be recorded as provided in Section 66451.12 of the Government Code.
4.
If the planning director determines that the parcels should not be merged, the planning director shall release the notification of intent to merge and mail a copy of the release to the property owner.

17.32.030 - Appeals.¶
The appeal of the planning director's determination that parcels shall not be merged shall be made to the appropriate advisory agency in accordance with the appeal provisions contained in chapter 18.144 of the zoning code.
