Sec. 12.01.010. - Purpose.¶
This title shall serve as the traffic ordinance for the city. Adoption by the state legislature of the Vehicle Code provides for uniform traffic regulations throughout the state. Within these regulations the Vehicle Code also delegates to local government specific authority to adopt supplemental regulations by ordinance or resolution. It is the intent of this chapter to establish specific city legal and organizational authority for traffic management and regulatory enforcement of use within the public right-of-way.

Sec. 12.01.020. - Traffic manual.¶
To guide the application of the laws contained in this title and in the Vehicle Code, the city hereby adopts the county traffic manual, which defines engineering policies, procedures and interpretations of traffic engineering practice. Any amendments to the traffic manual shall be approved by resolution of the city council.

Sec. 12.01.030. - Definitions.¶
The following words and phrases when used in this title shall, for the purpose of this chapter, have the meanings respectively ascribed to them in this section:
California Vehicle Code definitions to be used. Whenever any words or phrases used herein are defined in the Vehicle Code of the state and amendments thereto, such definitions shall apply if not elsewhere defined in this chapter.
Bicycle lane means a marked lane within the roadway designated by appropriate signs and markings for the one-way use of bicycles.
Bicycle path/bicycle trail means a specifically designated area for bicycle use physically separated from the roadway.
Bicycle route means any roadway designated as a bikeway pursuant to Streets and Highways Code § 2371 with official signs giving notice of such a bikeway.
Bus stop zone means the space adjacent to the curb or edge of a roadway reserved for the exclusive use of buses during the loading or unloading of passengers.
Curb means the lateral boundary of the roadway whether such curbs is marked by curbing construction or not so marked; it does not include the line dividing the roadway of a street from parking strips in the center of a street, nor from tracks or rights-of-way of public utility companies.
Director means the director of public works.
Holidays means the holidays designated by resolution pursuant to section 2.55.010 of this Code.
Loading zone means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.
Official time standard. Whenever certain hours are named herein, they shall mean standard time or daylight saving time as may be in current use in the city.
Passenger loading zone means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers.
School days means days on which regularly scheduled public school classes are in session.
Skateboard means a conveyance consisting of a short, oblong board with small wheels, propelled with or without mechanical power, which can be ridden by one or more persons at a time.
Vehicle Code means the Vehicle Code of the State of California.

Sec. 12.01.040. - Hydrocyanic acid; transportation regulated.¶
It shall be unlawful to transport liquid hydrocyanic (HCN), hereinafter referred to as such acid, over any public highway in the city in or upon any vehicle or conveyance unless the hereinafter contained provisions are each and all complied with:
(1) Such acid must be securely enclosed in a suitable container which will prevent the escape of such acid in the event that such container should be upset or jarred.
(2) The vehicle must be equipped with substantial sideboards, and tailboards each and all at least 20 inches in height and with a substantial, tight and solid bed.
(3) The vehicle must not be of the type designed for use as a passenger vehicle.
(4) The driver of the vehicle must be a person of the age of 16 years or more.
(5) The rear end of such vehicle must be painted white or carry a white sign securely fixed upon which vehicle or sign must appear in red letters not less than three inches in height the words "DANGER—INFLAMMABLE—KEEP YOUR DISTANCE."
(6) Containers of such acid in such vehicles must be firmly secured to the vehicle so that the containers cannot overturn in such vehicle or fall therefrom.
(7) Trailers used to carry acid must be attached to the motor vehicle so as to prevent sidewhipping by the trailer.
(8) Vehicles carrying such acid must come to a full stop at all railroad and street railway crossings and proceed only after making certain that the crossing can be made safely.
(9) Vehicles containing such acid and containers or applicators containing such acid must not be allowed to stand within 15 feet of the traveled portion of any public highway.
