3.04.340 - Inspection of goods received.¶
The purchasing supervisor, or a person designated by him, shall inspect all deliveries of materials, supplies, equipment or contractual services to determine their conformance with the specifications set forth in the purchase order or contract.

3.04.350 - Storerooms and warehouses—Inventory record.¶
The purchasing supervisor or a person designated by him shall control and supervise all storerooms and warehouses, and all materials, supplies and equipment in his custody, and shall maintain or cause to be maintained a suitable inventory record thereof.

3.04.360 - Stores revolving fund.¶
The city council shall provide a stores revolving fund of sufficient amount to finance the purchase and storage of materials, supplies and equipment which are used in sufficient quantities to effect advantageous purchasing and storage. Such fund shall be under the control of the purchasing supervisor.

3.04.370 - Surplus materials, supplies and equipment.¶
A. All departments shall submit to the purchasing supervisor, at such times and in such forms as he prescribes, reports showing all materials, supplies and equipment which are no longer used or which have become obsolete, worn out, scrapped, unnecessary or unsuitable for public use. The purchasing supervisor shall have authority to transfer among departments or to sell such materials, supplies or equipment, or to trade in or exchange obsolete, worn out, scrapped, unnecessary or unusable materials, supplies, and equipment for new materials, supplies and equipment.
B. Except as otherwise provided in this chapter, all sales of materials, supplies, equipment and other personal property which have become obsolete, worn out, scrapped, unnecessary or unsuitable for public use, of an estimated value of five thousand dollars ($5,000.00) or less, may be made by the purchasing supervisor in the open market.
C. Except as otherwise provided in this chapter, all sales of materials, supplies, equipment and other personal property which have become obsolete, worn out, scrapped, unnecessary or unsuitable for public use, of an estimated value greater than five thousand dollars ($5,000.00) shall be made after receiving written bids in accordance with regulations established by the city manager.

3.04.375 - Unclaimed bicycles used in programs to prevent delinquency.¶
Bicycles in the possession of the police department which have been unclaimed for a period of at least sixty (60) days may, upon permission from the council, instead of being sold at public auction at the highest bidder pursuant to provisions of Section 2.0805 of the Civil Code, be turned over to the probation officer or the welfare department of the county, or to any charitable non-profit organization which is authorized through its articles of incorporation to participate in a program or activity designed to prevent juvenile delinquency and which is exempt from income taxation under federal or tax law, or both for use in any program or activity designed to prevent juvenile delinquency.

3.04.380 - Exceptions to city responsibility to pay.¶
Except in cases of emergency, the purchase of any materials, supplies, equipment or contractual services for the use of the city or any of its departments shall not be valid or binding on the city unless the purchase is made or authorized by the purchasing supervisor. The city shall not be responsible to pay for any materials, supplies, equipment or contractual services which are ordered, acquired or received contrary to the provisions of this chapter.
