3.24.010 - Annual tax to be assessed and levied by county.¶
An annual tax is levied on all property subject to taxation in the city, to be assessed and collected by appropriate officers of the county of Merced pursuant to Government Code Sections 51540 to 51562, inclusive.

3.24.020 - Council to fix levy.¶
As soon as convenient after receiving a statement of the total value of all property within the city, and in any event before September 1st each year, the city council shall fix the levy or rate percent of taxes levied for all municipal purposes for the fiscal year, designating the number of cents on each one hundred dollars of property levied for each fund, and shall cause a statement of such levy to be delivered to the county auditor before September 1st each year.
