15.20.010 - Service charges—Surplus.

All revenue from sewer service charges shall be deposited into a fund to be known as the "sewer revenue fund" and shall be expended in accordance with the provisions of any applicable resolution of the city council authorizing the issuance of sewer revenue bonds. Surplus revenues in such fund and all revenue from sewer connection permits shall be deposited in the general fund and shall be accounted for separately, and shall be expended for the acquisition, construction, reconstruction, maintenance and operation of sewage facilities, and for any lawful purpose as may be determined by the city council.

15.20.020 - Facilities charges.

All revenue obtained from sewer facilities charges shall be deposited into a fund known as "sewer fund," which fund is created, and all funds so deposited shall be used for the acquisition, construction, and reconstruction of sanitary sewage facilities, including the payment of interest and principal on bonds which might be issued for the purposes set forth in this division.

15.20.030 - Line extension charges.

All revenue from sewer line extension payments shall be deposited into a trust fund, and all receipts shall be accounted for separately, and shall be used only for the purpose of reimbursing persons, including the city, who made sewer line extensions in accordance with Chapter 15.08. Any funds remaining after the installing applicant has been reimbursed for a particular sewer line extension, or after ten years have elapsed, shall be transferred to the sewer fund.

15.20.040 - Plumbing permit fees excluded.

The terms "sewer service charges," "sewer facilities charges" and "sewer line extension charges," as used in this chapter, shall apply only to those funds collected for the use or extension of the sanitary sewer system and shall not be construed to affect revenues derived from plumbing permit fees.

15.20.050 - In lieu payments and temporary loans.

Nothing contained in this chapter shall restrict or prohibit the making of reasonable in lieu payments from the sewer fund created in this chapter to the general fund of the city or the making of transfers from the sewer fund as temporary loans to any department of the city government.
