13.02.010 - Short title.¶
This title shall be cited and referred to as the "Merced Improvement Procedure Code."

13.02.020 - Scope.¶
Proceedings for the acquisition or construction, or both, or the maintenance and operation of any public improvement or property of a local nature or the acquisition of lands or easements, or buildings or improvements or property, or any or more than one thereof, therefor, may be had pursuant to this title whether or not provided in any general law.

13.02.030 - Time limitation.¶
This title shall not apply to any proceedings in which the resolution of intention was adopted prior to the effective date hereof, excepting the supplemental assessment, reassessment, refunding and curative provisions of this title.

13.02.040 - Procedures alternative.¶
The procedures provided in the several articles or bond plans or collection plans of this title are alternative.

13.02.050 - Title not exclusive.¶
This title is not exclusive, but the resolution of intention in any proceedings under an act or general law may provide that the act or general law is supplemented by any part or parts of this title.

13.02.060 - General law or act defined.¶
"General law" or "act" means an enactment of the Legislature of the state. Unless otherwise provided, any reference to any general law or act shall apply to such law as now or hereafter amended or codified.

13.02.070 - Title to supersede general law.¶
The provisions of this title shall supersede the provisions of any general law or act in conflict with this title in any proceeding taken pursuant to this title.

13.02.080 - Adopted.¶
This title is adopted pursuant to Section 200 of the Charter of the city. In proceedings held pursuant to this title, which are a municipal affair, the general laws referred to in this title are deemed part of this title.

13.02.090 - Proceedings deemed state affair.¶
In the event that any proceeding held pursuant hereto shall be adjudged a state affair, it is declared to be the intention that the proceedings were held pursuant to the general law or laws cited in the articles of this title specified in the resolution of intention therein.

13.02.100 - Acquisitions and improvements within a single proceeding.¶
One or more acquisitions and improvements or acquisitions or improvements may be had in a single proceeding.

13.02.110 - Article supplementation and control.¶
Divisions I, II, III and IV are supplemental to and controlling over the provisions of each other part of this title in conflict therewith.

13.02.120 - Resolution of intention—Generally.¶
The resolution of intention shall specify the parts of Divisions V, VI and VII of this title pursuant to which the proceedings therein are taken.

13.02.130 - Resolution of intention—Reference.¶
In all resolutions, notices, orders and determinations, subsequent to the resolution of intention and the notice of improvement, it shall be sufficient to refer to the resolution of intention by number for a description of the project.
