Chapter 11.04 — SPEED LIMITS

§ 11.04.010. Alteration of Speed Limits: Decrease.¶
It is hereby determined upon the basis of engineering and traffic surveys that the speed permitted by state law, outside of business and residence districts, as applicable upon the highways designated in this section, is greater than is reasonable and safe under the conditions found to exist upon such highways. It is hereby declared that the prima facie speed limit shall be as specified in this section on those highways or portions of highways designated, when signs have been erected giving notice thereof.
A. 50 Mile Per Hour Speed Limit. The prima facie speed limit for those portions of the following highways which are within the unincorporated area of the county is hereby determined and declared to be 50 miles per hour:
- Santa Fe Drive 1,000 feet south of Castle Air Force Base Gate #2 extending north to the city limit of Atwater.
B. 45 Mile Per Hour Speed Limit. The prima facie speed limit for those portions of the following highways which are in the unincorporated area of the county is hereby determined and declared to be 45 miles per hour:
Mission Avenue from Tyler Road to 1,100 feet west of Mather Road.
Franklin Road from Ashby Road to Santa Fe Drive.
Santa Fe Drive from 300 feet east of Palm Avenue to 300 feet west of Cressey Way.
C. 40 Mile Per Hour Speed Limit. The prima facie speed limit for those portions of the following highways which are within the unincorporated area of the county is hereby determined and declared to be 40 miles per hour:
East Frontage Road aka Ashby Avenue commencing at a point 500 feet easterly of Geer Road and running in a westerly direction a distance of 600 feet west of Valley Road.

D. 35 Mile Per Hour Speed Limit. The prima facie speed limit for those portions of the following highways which are within the unincorporated area of the county is hereby determined and declared to be 35 miles per hour.
Childs Avenue beginning at Parsons Avenue and ending 100 yards east of the east boundary of the Weaver Elementary School.
American Avenue beginning at Lander Avenue (Highway 165) and extending westerly to a point which is 800 feet west of Magnolia Drive.
Geer Avenue beginning at Lander Avenue (Highway 165) and extending westerly 800 feet.
Pettinotti Road beginning at State Route 59 and extending easterly to San Augustine Drive.
E. 30 Mile Per Hour Speed Limit. The prima facie speed limit for those portions of the following highways which are within the unincorporated area of the county is hereby determined and declared to be 30 miles per hour.
- Vincent Road from EI Capitan Way to Shanks Road.
F. 25 Mile Per Hour Speed Limit. The prima facie speed limit for those portions of the following highways which are within the unincorporated area of the county is hereby determined and declared to be 25 miles per hour.
Lobo Avenue from a point 400 feet west of Bryant Road to Beachwood Drive.
B and B Boulevard.
Ranchero's Lane.
Beachwood Drive.

§ 11.04.020. Alteration of Speed Limits: Increase (Residence and Business Districts).¶
It is hereby determined upon the basis of engineering and traffic surveys that the speed permitted by state law inside of business and residence districts as applicable upon the highways designated in this section is less than is reasonable and safe under the conditions found to exist upon such highways. It is hereby declared that a prima facie speed limit shall be as specified in this section on those highways or portions of highways designated, when signs have been erected giving notice thereof.
A. 30 Mile Per Hour Speed Limit.

B. 35 Mile Per Hour Speed Limit. The prima facie speed limit for those portions of the following highways which are within the unincorporated area of the county is hereby determined and declared to be 35 miles per hour.

§ 11.04.030. Violation—Penalty.¶
Any person, firm or corporation violating any of the provisions of this chapter shall be guilty of a public offense and shall be punishable as provided in Divisions 17 (commencing with § 42000) of the Vehicle Code of the state of California.
