9.08.010 - Obstruction.¶
It is unlawful for any person to place or cause to be placed any obstruction or to allow any obstruction so placed to remain upon any street or sidewalk of the city; provided, however, that the foregoing shall not apply to the necessary placing of building materials upon a street of the city where such building materials are required for immediate use in the building of any structure, nor to the placing of bicycle racks on sidewalks, nor to permitted telegraph, telephone, electric light or railway poles, awnings or hitching posts, nor to goods in actual course of delivery, receipt or removal with reasonable dispatch.

9.08.020 - Disturbing street surface.¶
It is unlawful for any person, unless authorized and directed by the department of public works, or upon a permit issued, to plow, dig up or otherwise disturb the surface of any highway. Such permit may be issued by the department of public works upon the following conditions only:
A. That the person so authorized shall place proper barriers around the portion of said street so dug up or disturbed, displaying red lanterns at night;
B. That the person granted such permit shall be liable to any person for damage or injury resulting from such disturbance or digging up of the street due to the negligence of the person obtaining such permit, his agents or employees.

9.08.030 - Street barrier sign obedience.¶
No person shall ride or drive any animal or vehicle across any portion of a street under construction or any freshly painted marking in any street, when a barrier or sign is in place directing or warning persons not to drive over or across said street, portion thereof, or marking or when a sign is in place stating that a street or any portion thereof is closed.

9.08.040 - Interfering with traffic counting devices.¶
It is unlawful for any person except persons authorized by the director of public works to move, interfere, tamper with or damage any traffic counting device located within a public street.

9.08.050 - Water on streets.¶
It is unlawful for any person to cause or negligently allow water from any ditch, canal, flume, reservoir or other source owned by, operated or under the control of such person, to flow upon or saturate by seepage, any public street of the city.

9.08.060 - Prohibited accumulations of water.¶
It is unlawful for any person or corporation to allow any water hydrant, water hose, water sprinkler, drain pipe or similar container or means of conveying water or other liquid substances, or to cause or negligently allow water from any ditch, canal, flume or reservoir to fall, flow upon or saturate by seepage, in such a manner as to cause water or other liquid substances to accumulate, collect, gather or run upon any street, sidewalk or alley, within the city limits of the city, so as to injure the same or obstruct or interfere with the free travel thereon, or to prevent water to run in or on said street, alley or sidewalk at any time; except that it is not unlawful to clean any sidewalk or portion thereof with water.

9.08.070 - Grazing livestock.¶
It is unlawful for any person to herd, drive, tie, stake out or otherwise allow any livestock belonging to him or under his control to be in or upon any street within the city for the purpose of grazing, except in an open range area as defined by Section 16801 of the Agricultural Code of the state and no animal shall be so tied upon or near any street of the city as to allow such animal to graze upon the street within the city.
