12.24.010 - Authority of airport manager.

The airport manager of the city shall be authorized to prepare and enforce conditions and regulations necessary or desirable for the public safety and proper use of the airport property, and any person entering upon said property shall be subject to such conditions and regulations. A written statement of all special conditions and regulations so adopted shall be prepared and kept available at the principal administrative office of the airport manager and at the office of the city clerk and appropriate signs shall be placed, all as required by Section 21113 of the California Vehicle Code.

"Where there is no appointed Airport Manager, the city manager shall act as Airport Manager, and shall have all authority, duties, and responsibilities of the Airport Manager. The Airport Manager, whether acting or appointed, may appoint sufficient deputies as are needed to adequately perform the duties and responsibilities set out in this chapter, subject to approval of the city manager."

12.24.020 - Adoption of fee schedule by the city council.

In order to assist in the offset of costs for the use and maintenance of the city's municipal airport, the city council may, from time to time, adopt a fee schedule for the use of airport facilities, including, but not limited to, tie-down fees, hangar rentals, transient and/or overnight usage fees, and runway charges for commercial users. The fee schedule may be adopted by city council resolution.

12.24.030 - Prohibited obstructions of runways, taxiways and operations areas.

No person shall drive any vehicle or animal, nor stop, park or leave standing any vehicle or animal, whether attended or unattended, upon the runways, taxiways, and operations areas, including aircraft tie-down areas, of the Mendota Municipal Airport.

12.24.040 - Prohibited agricultural operations.

A. Definitions. For the purposes of this section:

"Agricultural aircraft" means any aircraft whose operation is primarily agriculturally related. Where fifty (50) percent of an aircraft's take-offs or landings in any particular day, week or month is for agricultural purposes, such aircraft will be deemed to be "primarily agriculturally related."

"Aircraft" means any contrivance, now known or hereafter invented, used or designed for navigation or flight in the air.

"Airport" means Mendota City Airport.

B. Limitations. To prevent the destruction and excessive depreciation of any taxiway, runway or tie-down area, to keep the same free and clear of unnecessary and hazardous obstructions, including, but not limited to, any vehicle which assists in the loading and unloading of agricultural aircraft, and to maintain noise levels within reasonable levels; the operation of any vehicle designed or used to assist an agricultural aircraft for the purpose of, in whole or in part, loading or unloading of pesticides, fertilizers, weeds or any other agriculturally related material is prohibited within the fenced area of the airport.

12.24.050 - Exceptions—Emergency vehicles.

The restriction established under this chapter or under the conditions and regulations established by the airport manager shall not apply to emergency vehicles, or to gasoline and oil trucks actually engaged in delivering aviation fuel and lubricant to the pumps for supply to aircraft. However, if the airport manager shall establish conditions and regulations which are specifically made applicable to said vehicles, said regulations and this chapter shall apply to said vehicles.
