2.30.010 - Purpose.¶
It is the purpose of this chapter to provide for the funding of police protective services pursuant to Chapter 2.5, Part 1, Division 2, Title 5 of the Government Code, commencing with Section 53311 and otherwise known as the Mello-Roos Community Facilities Act of 1982 and Article 16, Chapter 4, Part 1, Division 2, Title 5 of the Government Code commencing with Section 53970 for establishing police and fire protection funds.

2.30.020 - Special tax.¶
A special tax shall be established as hereinafter described to provide for police protective services to the extent authorized in the statutes described in Section 2.30.010. The special tax shall be imposed on all development for which any fee described in Government Code Sections 66000—66007 or 66013 is payable and as approved by two-thirds of the voters or landowners, as the case may be. The amount of the special tax shall be determined by the cost imposed on police protective services by each development subject to payment of the special tax and such other criteria reasonably related thereto and as approved by resolution or ordinance of the city council.

2.30.030 - Community facilities district.¶
The special tax may be levied in a community facilities district formed by city council. Formation of the district shall proceed as follows:
A. If there are no properties yet to be taxed, the city council may adopt a resolution of formation establishing the district which shall be called "Community Facilities District No. 1 (Police Services)."
B. The facilities to be constructed and services to be provided shall be set forth by amendment to the resolution by adoption of a resolution of intention by the city council at such time as a property or properties are to be annexed into the district. The resolution of intention shall comply in all ways with Government Code sections 53321 et seq. describing notice to the voters and property owners, a public hearing, and the manner of protest.
C. The district may include areas of territory that are not contiguous.

2.30.040 - Parcel tax.¶
As an alternative to the district described in Section 2.30.030, the special tax may be levied on those properties elsewhere described herein as each such property becomes eligible to be taxed. Each such property shall be included by an ordinance adopted by the city council and amended this ordinance and following the procedures described in Government Code Section 53978.
