§ 9.48.010. Posting of bills.¶
No person shall post, stick, stamp, paint or otherwise affix, or cause to be posted, stuck, stamped, painted or otherwise affixed, any bill, poster, placard, notice or advertisement to or upon any house or part thereof, wall, fence, gate, post, sidewalk, trees or boxes around trees, curbs, or curbstone, lamppost, hydrant or any post supporting electric wires in any part of the City, without first obtaining permission of the owner, agent or occupant of the premises to do so.

§ 9.48.020. Distribution of handbills.¶
It is unlawful for any person to distribute or throw upon any private yard, lawn or driveway, or upon any sidewalk, or upon any porch or steps of any residence, or upon or in any part of any structure, or in any automobile, or in any public place, or in any receptacle, or upon any vacant property, in the City any notice of commercial advertising or any handbill, dodger, circular or booklet, provided that nothing herein shall prohibit the distribution and delivery of any newspaper which has been entered as second class matter in the United States Post Office.
