12.40.010 - Definition.¶
The pier or wharf referred to in this chapter is that certain pier or wharf owned by the State which extends westerly into the Pacific Ocean at the foot of Manhattan Beach Boulevard.

12.40.020 - Dropping refuse from pier or wharf.¶
It shall be unlawful for any person to drop, sweep, brush, cast or throw any paper, litter, rubbish, garbage or debris of any kind or nature whatsoever from the pier or wharf of the State, or any part thereof, into the waters of the Pacific Ocean or onto the beach under or adjacent to the pier or wharf.

12.40.030 - Refuse on pier.¶
It shall be unlawful for any person to leave any paper, fish, fish bait, clam shells, fish remnants, or any other debris of any kind or character upon the pier. Every person bringing the same, or any luncheon, or any fish bait or tackle upon the pier shall keep the same in a receptacle or package, and when leaving the pier, shall remove the same from the pier and leave thereon no litter or debris of any kind.

12.40.040 - Defacing wharf.¶
It shall be unlawful for any person to write, cut, mark, stain or otherwise deface any portion of the wharf or any building or attachment thereon.

12.40.050 - Defacing wharf property.¶
It shall be unlawful for any person to write upon, cut, mark, stain or otherwise deface or remove any chairs, benches or seats or other public property on the wharf or other public place or street in the City or to commit any other acts of vandalism on the wharf or public place or street.

12.40.060 - Tampering with life saving equipment.¶
It shall be unlawful for any person to unwind, remove or in any way tamper with any buoy, life line, rope, reels or other paraphernalia connected with any life saving apparatus on the wharf unless it is to use the same for the purposes for which they are intended and only for the purpose of attempting to rescue or save any person in actual or apparent danger.

12.40.070 - Tampering with lighting system.¶
It shall be unlawful for any person to break, destroy or otherwise tamper with any electric light poles, globes, lights or other material belonging or connected with the electric lighting system of the wharf or any electric lighting system in the City.

12.40.080 - Sale of merchandise.¶
It shall be unlawful for any person to solicit customers or trade for any business or occupation upon any part of the pier or wharf or in any other public place in the City or to peddle or sell tickets, goods, wares or merchandise upon any part of the pier or wharf or in any other public place in the City unless such person sells such tickets, goods, wares or merchandise from a booth erected on the pier or wharf or other public place for such purpose and has posted in a conspicuous place in said booth a permit or license signed by the Licensing Authority, as designated in Section 6.01.250 of this Code, authorizing the sale of said tickets, goods, wares or merchandise by the person having the same for sale in such booth.

12.40.090 - Pier fishing.¶
It shall be unlawful for any person to:
A. Fish with more than one (1) fishing line or cast out more than one (1) fishing line at the same time on or from any part of the pier, whether such line is attached to a fishing rod or not.
B. Cast a line by swinging said line above the iron railing on the pier or by swinging or casting said line overhead from a pole or from the hand. Casting must be from below the level of the railing of the pier.
C. Place, throw, or cast from the pier any fish or parts thereof ("chum") or other debris into the water.
D. Cast any line other than a monofilament line from the pier. A maximum forty (40) pound test line weight is allowed.
E. Cast any steel, metal, or braided leader line from the pier.
F. Cast with any hooks larger than a 4/0 or three inches (3") in length by two inches (2") in width from the pier.
G. Fish from the pier using more than two (2) hooks on a single line.
H. Clean or gut fish or other marine life on the pier.
I. Fish from the pier with any fishing tackle, line, hook or other equipment in a manner that is dangerous to persons using the beach, the pier, or the water. Any person fishing from the pier shall comply with any direction given by the City's code enforcement officers or police officers as may be necessary to safeguard lives, persons and property near or in the vicinity of any person fishing.
