8.08.010 Construction – Relation to Street Construction¶
Curb and gutters and drainage construction shall be done in conjunction with all major street construction projects.
A. Major street project shall be considered any construction project of one block or more. Curbs and gutters are to conform to California Specifications or Nevada Specifications of 30’ at the discretion of the City Council or City Engineer.
B. Street repair and emergency paving (emergency paving is that designated not last more than one year, as in detour roads for major projects) shall not be considered a major street construction project.
8.08.020 Comply to Drainage Plan¶
All curbs and gutters shall be designed and constructed to comply with the master drainage plan adopted by the City of Loyalton.
8.08.030 Cost¶
Cost of construction of curbs and gutters shall be borne by the property owners adjacent to said road construction projects.
8.08.040 Alleys/Corner – Returns – Cost¶
The cost of all alley curbs and all corner-returns shall be borne by the City of Loyalton.

8.08.050 Design¶
The design of the curb and gutters shall be in accordance with the design of curbs and gutters adopted by the City of Loyalton.
8.08.060 Payment¶
Payment of curb and gutter projects shall be accomplished in any of the following manners:
A. Payment upon completion of curb and gutter projects.
B. Payment to, worked out by agreement with, the City Council.
C. In three payments before the fiscal year ends.
8.08.070 Cost to Property Owner¶
The property owners on any given project, shall pay the proportional cost (per foot of his property) of the total cost of the project.
8.08.080 Provisions Concerning Parkways¶
A. A parkway shall be considered the property that lies between the curb and gutter and private property line. B. The property owner shall be responsible for the maintenance of all parkways adjacent to that property owners property. C. All existing trees, shrubs & covering at the time of any construction shall not be disturbed ( unless for necessities of construction). D. All new covering, trees and shrubs shall adhere to the following provisions:
- Each property owner must provide covering consisting of any of the following: a. Shrubs – shrubs should cover entire area leaving no bare ground. b. Lawn c. Blacktop – blacktop when the parkway or any part of it is part of the parking area d. Ornamented Rock – ornamented rock so the ornamented rock covers the entire area of the parkway, or part thereof, the area not covered being planted in lawn or covered with blacktop so that no bare earth shows.
- Trees – should the property owner wish to plant trees he may do so as long as the tree is from the following approved list: Dogwood – approximately three (3) feet in diameter. English Hawthorne – approximately 18 to 25 feet high Washington Hawthorne Scarlet Oak European Mountain Ash, American Linden, Little Leaf Linden, Crimean Linden – all 20 to 30 feet high
8.08.050 – 8.08.080¶
Sawleaf Belkova – 60 feet high Catalps Dwarf or Weeping Birch Ornamental Plum, Apple, Crab Apple or Cherry 3. Shrubs – shrubs may be planted as covering or as ornaments, but must be chosen from the following: Irish Moss, Thymus, Juniper, Sweet Woodruff, English Ivy and Japanese Spurge. E. New covering, shrubs, trees shall be considered any addition or changes made from the adoption of this chapter.
8.08.090 Existing Curbs¶
Existing curbs when any project is under taken will not be disturbed unless they hamper proper drainage of the total project: if existing curbs hamper drainage they will be fixed so as to solve the drainage project, said cost being borne by the property owner.
8.08.100 State Provisions¶
The provisions of this chapter do not, at this time apply to any property owners fronting on Main Street as State provisions supersede City ordinances.
