3.15.010 - Created.¶
There is hereby created the commission on alcohol and other drugs, hereinafter referred to in this chapter as the "commission," pursuant to State of California Health and Safety Code sections 429.997, 11752.1(e), 11798.1(a), 11805, 11998.1(f)(2).

3.15.020 - Members—Nomination and appointment.¶
A.
Members of the commission shall have a professional interest in, or personal commitment to, alleviating problems related to alcohol and other drug abuse in their community. The membership shall include representatives from various economic, social and occupational groups, shall be broadly representative of the demographic characteristics of the County, and, to the extent possible, shall be geographically balanced. Members may come from alcohol, drug prevention, treatment, and recovery services groups, but may also come from fields including, but not limited to, children's services, criminal justice, social services, and health services.
B.
The commission shall consist of twenty-three (23) members composed and appointed as follows:
Each member of the Los Angeles County Board of Supervisors shall nominate four (4) members. No more than one seat appointed by each Board office shall be filled by an individual affiliated with an organization providing alcohol and other drug prevention, treatment or recovery services.
The County's substance abuse prevention and control shall nominate one (1) member who is representative of education. The member shall be actively employed in the field of education.
The Countywide Criminal Justice Coordination Committee shall nominate one (1) member who is representative of a public safety agency.
The president of the Los Angeles County division of the League of California Cities shall nominate one (1) member who is representative of the inter-governmental perspective on alcohol and other drug abuse issues. For purposes of this section 3.15.020(B)(5), a member shall be considered "representative of the inter-governmental perspective on alcohol and drug abuse issues" if the member demonstrates an understanding of alcohol and other drug abuse issues and how those issues impact residents of the greater Los Angeles region.
The commission shall not include any person or his or her spouse who is any of the following:
a.
A member of the board or a person on the staff of a member of the board;
b.
A county employee of the health-related agency or department with which the substance abuse prevention and control administrator may be affiliated.
All nominations made pursuant to this section 3.15.020 shall be affirmed by the board.

3.15.030 - Terms of service.¶
All members of the commission shall serve at the pleasure of the board. At the first regular meeting of the commission after January 1, 2010, the members shall so classify themselves by lot that the term of seven (7) members will expire on January 1, 2011, the term of eight (8) members shall expire on January 1, 2012, and the term of eight (8) members shall expire January 1, 2013. Thereafter, each member of the commission shall serve for a term of three (3) years.

3.15.040 - Vacancies.¶
Vacancies shall be filled by appointment by the board with the appointee serving for the remainder of the unexpired term. The tenure of each member is also subject to the provisions of Section 5.12.050 of this code.

3.15.050 - Duties.¶
The commission shall advise and make recommendations to the board on alcohol and other drug issues with the goal of reducing problems and the negative impact of alcohol and other drug use on the quality of life in the Los Angeles County.

3.15.060 - Meetings.¶
The commission shall meet once per month and may meet at such other times as may be deemed necessary by the chair of the commission or the substance abuse prevention and control administrator.

3.15.070 - Compensation.¶
Each member of the commission shall receive as compensation for each meeting attended by said person the sum of twenty-five ($25) dollars not to exceed fifty ($50) dollars in any month.

3.15.080 - Expense reimbursement.¶
Each member of the commission shall be reimbursed for the member's actual and necessary traveling expenses when the member is required to travel in the performance of the duties set forth in this chapter, including transportation, meals and lodging, in accordance with the provision of Ordinance 4099.
