13.04.010 - Definitions.

For the purposes of this title, certain terms as used herein are defined as follows:

A.

"Alley" shall mean any public or private thoroughfare less than forty (40) feet in width which affords a secondary means of access to abutting properties.

B.

"City clerk" shall mean the city clerk of the city, acting either direclty or through properly authorized agents acting within the scope of the particular duties entrusted to them.

C.

"City engineer" shall mean the city engineer of the city, acting either directly or through properly authorized agents acting within the scope of the particular duties entrusted to them.

D.

"City planner" shall mean the city planner of the city, acting either directly or through properly authorized agents acting within the scope of the particular duties entrusted to them.

E.

"Cul-de-sac" shall mean any street having but one outlet for vehicular traffic.

F.

"Dead-end street" shall mean any street having but one outlet for vehicular traffic, but which is designed to be continued as a through street at a later date.

G.

"Health officer" shall mean the county health officer, his assistants, or authorized deputies, acting as the health officer of the city.

H.

"Lot" shall mean a parcel of land under one ownership used, or capable of being used, under the regulations of this chapter, including both the building site and all required yards and other open spaces as required by Title 14.

I.

"Major street" shall mean a street designated as such on the master plan of streets and thoroughfares which serves, or is to serve, as a major traffic artery for intercommunication between districts of the city or connection to a major thoroughfare.

J.

"Major thoroughfare" shall mean a street designated as such on the master plan of streets and thoroughfares which serves, or is to serve, as a major traffic artery for intercommunication between districts of the city and adjacent cities or traffic arteries.

K.

"Map act" shall mean the Subdivision Map Act of the state.

L.

"Master plan of streets and thoroughfares" shall mean the plan for streets and thoroughfares which shall be adopted and approved by the council.

M.

"Minor street" shall mean any street which serves, or is to serve, as a traffic way for a neighborhood or connection to a major street or thoroughfare.

N.

"Owner" shall mean the individual, firm, association, syndicate, copartnership, or corporation having sufficient proprietary interest in the land sought to be subdivided to commence and maintain proceedings to subdivide the same pursuant to the provisions of this chapter.

O.

"Street" shall mean any public or private thoroughfare which affords the principal means of access to abutting properties.

P.

"Subdivider" shall mean any individual, firm, association, syndicate, copartnership, corporation, trust, or any other legal entity commencing proceedings pursuant to the provisions of this chapter to effect a subdivision of land for himself or for another.

Q.

"Subdivision" shall mean any land, or portion thereof, shown on the last preceding tax roll as a unit or as contiguous units, which land is divided for the purpose of sale, whether immediate or future.

R.

"County surveyor," "advisory agency", "design", "final map," improvement," "parcel map," and "tentative map" shall be as defined in the Subdivision Map Act of the state, and amendments thereto, whenever they appear in this chapter.

13.04.020 - Purpose.

This chapter is enacted for the purpose of adopting subdivision regulations for the city.

13.04.030 - Approval authority.

Notwithstanding any other provision of this title, the approval authority for any tentative or parcel map for a housing development project of five or fewer units shall be the zoning administrator, as further set forth in section 14.78.020.D of this code.
