15.16.010 - Standards for discharge.¶
No person shall discharge industrial wastewater into a main line sewer unless the industrial wastewater conforms to the following requirements:
A. The content of total oil and grease shall not exceed six hundred (600) milligrams per liter;
B. The content of oil and grease floating or capable of floating shall not exceed twenty-five (25) milligrams per liter;
C. The content of hydrocarbon oil floating or capable of floating shall not exceed ten (10) milligrams per liter;
D. The standard five (5) day biochemical oxygen demand shall not exceed one thousand (1,000) milligrams per liter;
E. The suspended solids content shall not exceed one thousand (1,000) milligrams per liter;
F. The dissolved sulphide content shall not exceed one-tenth ( 1/10 ) of a milligram per liter; and
G. The pH shall not be below six (6).

15.16.020 - Permit required.¶
A. Before any person discharges any industrial wastewater into a main line sewer maintained by the Water Department, such person shall obtain an industrial wastewater disposal permit from sanitation districts of the County for each industrial connection. Prior to submittal of a permit application to the sanitation districts of the County, the application shall be reviewed and approved by the General Manager. On submission of the permit application to the General Manager for processing, the applicant shall pay a processing fee as set forth in the industrial wastewater disposal permit and inspection fee schedule or in the rules, regulations and charges governing water and sewer service.
B. Any person desiring to discharge industrial wastewater into a main line sewer maintained by the Water Department shall file an application for such a permit with the General Manager on a form furnished by the Water Department. In the application such person shall state information regarding the kind and size of the industrial operation producing such industrial wastewater, the quantity and characteristics of such wastewater, detailed plans for any pretreatment facilities planned to prevent discharge of improper materials into the sewer, together with such other information as may be required by the General Manager.
C. If the General Manager finds from the application and from such other investigation as he desires to make or cause to be made that the quality of the industrial wastewater and the facilities for discharge into the sewer conform to this Chapter and the rules, regulations and charges governing water and sewer service and to the provisions of this Code and other applicable statutes, that any required pretreatment facilities have been constructed in accordance with approved plans and the applicable laws, rules and ordinances, and that the main line sewer capacity will handle the sewage flow, the General Manager may issue the revocable permit. The revocable industrial wastewater disposal permit so issued shall state the nature of the industrial wastewater, the nature and amount of the flow which the permittee may discharge into the main line sewer and such other conditions and restrictions as the General Manager may deem necessary in order that the public sewer may serve its intended purpose.

15.16.040 - Change in discharge.¶
If a person to whom an industrial wastewater disposal permit is issued desires to make any alterations in pretreatment facilities or alteration of connections to the sewer, or if such person desires to discharge additional industrial wastewater into a main line sewer in excess of the amount previously authorized or desires to discharge into a main line sewer industrial wastewater of a different kind or character than previously authorized, that person shall file an application for such change with the General Manager and request that a new permit be issued.

15.16.070 - Wastewater standards.¶

C. The content of floatable hydrocarbon oil shall not exceed ten (10) milligrams per liter;

E. The suspended solids content shall not exceed one thousand (1,000) milligrams per liter;
F. The dissolved sulphide content shall not exceed one-tenth ( 1/10 ) of a milligram per liter;
G. The pH shall not be below six (6).

15.16.080 - Wastewater disposal permit required.¶
Before any person discharges any wastewater into a main line sewer, such person shall obtain from the General Manager a revocable wastewater permit for each industrial connection sewer. Any person desiring to discharge wastewater into a main line sewer shall file an application for such permit with the General Manager on a form to be furnished by the Water Department. In the application, the person shall state such information as to the size of operations producing wastewater, the probable quantity of wastewater, and plans for the separation of grease, oil and solids from the wastewater, together with such other information as may be required by the General Manager. If the General Manager finds from the application and from such other investigation as he desires to make or cause to be made, that the wastewater and the facilities for discharge into the main line sewer conform to Chapters 15.04 through 15.28 and the rules, regulations and charges governing water and sewer service; that the interceptor is properly constructed and that the capacity of the main line sewer is sufficient to handle the discharge, the General Manager may issue the revocable permit. The revocable wastewater permit so issued shall state the approximate amount of flow which the person will be authorized to discharge into the main line sewer and such other conditions and restrictions as the General Manager may deem necessary in order that the public sewer may serve its intended purpose.
