15.04.010 - Generally.¶
For the purpose of Chapters 15.04 through 15.28, unless the context clearly requires a different meaning or a different meaning is expressed in the Rules, Regulations and Charges Governing Water and Sewer Service, the words, terms and phrases used in those Chapters are defined as follows. If no definition is given below, then the words, terms, and phrases used in Chapters 15.04 through 15.28 shall have the meanings given to them in the Rules, Regulations and Charges Governing Water and Sewer Service.

15.04.020 - Applicant.¶
"Applicant" means any person who applies for a permit under Chapters 15.04 through 15.28 or the Rules, Regulations and Charges Governing Water and Sewer Service.

15.04.030 - Approved.¶
"Approved" means the approval of the General Manager of the Long Beach Water Department unless otherwise identified in Chapters 15.04 through 15.28.

15.04.040 - Building.¶
"Building" means any structure built for the support, shelter or enclosure of persons, animals, chattels or property of any kind.

15.04.045 - Building sewer.¶
"Building sewer" means that portion of a sewer lateral beginning two feet (2') from the exterior wall of a building or foundation of a building and extending to its connection with the house connection at the property line.

15.04.050 - Cesspool.¶
"Cesspool" means an excavation in the ground made for receiving crude sewage and so constructed that the solid matter is retained and the liquid portion is permitted to seep away.

15.04.060 - Connection, house.¶
"House connection" means that portion of a sewer lateral in the street which extends from the wye or tee branch or saddle of a main line sewer or other point of connection with a main line sewer to the property line.

15.04.070 - Domestic sewage.¶
"Domestic sewage" means the waterborne wastes associated with human habitations and may be contaminated with human excreta, offal or feculent matter.

15.04.080 - Dry well.¶
"Dry well" means an excavation in the ground made for receiving the overflow from a swimming pool or water tank.

15.04.090 - Effluent.¶
"Effluent" means partially or completely treated sewage flowing out of any sewage treatment device.

15.04.100 - Floatable oil and grease.¶
"Floatable oil and grease" means the oil and grease floating on the surface of the sample of water when it is retained for one (1) hour in a quiescent condition in a vessel with vertical walls filled to a depth of twenty-six (26) centimeters.

15.04.110 - Floating hydrocarbon oil.¶
"Floating hydrocarbon oil" means the amount of hydrocarbon floating to the surface of a sample of water under the same conditions as prescribed in the definition of floatable oil and grease.

15.04.120 - Foundation.¶
"Foundation" means the spreading course at the base or bottom of a foundation wall, column or pier.

15.04.150 - Industrial connection sewer.¶
"Industrial connection sewer" means a sewer lateral used primarily for the discharge of industrial wastewater.

15.04.160 - Industrial wastewater.¶
"Industrial wastewater" means any water from an industrial process or from wholesale or retail establishments disposing of waste substances. Such process shall include production or refining of petroleum and petroleum products, processing of foods or beverages, the production of fertilizer, keeping of livestock and operation of dairies, manufacture of paper, production or dyeing of textiles, production of soap or detergents or chemicals, cleaning of tanks, tank cars or barrels, plating of metals, processing or reclamation of refuse, all kinds of manufacturing and other similar operations, the washing of equipment or spaces used in industrial operations and the disposal of waste products contained in liquids from laundries, hospitals, grocery stores, restaurants and other public establishments. Unless the sewage contains the waste substances above-described, industrial wastewater shall not include wastewater resulting from the operation of hotels, motels, schools or other retail establishments other than those listed above, nor shall industrial wastewater include wastewater from the operation of vehicle service stations, wash racks or garages. Industrial wastewater shall not include any domestic sewage from industrial or retail establishments.

15.04.170 - Industrial wastewater pretreatment plant.¶
"Industrial wastewater pretreatment plant" means any works or device for pretreatment of industrial wastewater prior to discharge into the public sewer.

15.04.180 - Inspector.¶
"Inspector" means the authorized inspector, deputy, agent or representative of the General Manager or the City.

15.04.190 - Interceptor, retention.¶
"Retention interceptor" means a device for retaining sand, silt, grit mineral material, petroleum solvent, grease or oil by gravity-differential separation from wastewater and of a design and capacity approved by the General Manager.

15.04.200 - Lot.¶
"Lot" means any parcel or piece of land as bounded, defined or shown upon the latest map, plat or deed recorded in the office of the County Recorder.

15.04.210 - Main line sewer.¶
"Main line sewer" means any sewer, but not including a sewer lateral.

15.04.220 - Person.¶
"Person" means an individual; a receiver; a trustee; a copartnership; joint adventures; a firm; an unincorporated association; a syndicate; a club; a society; a trust; a private corporation; a public corporation; a municipal corporation, board, commission or department thereof; a county; a state; a national government; a municipal, county, state or federal agency, board or commission; a water district; a school district; a utility district; a political subdivision; and a drainage, sanitation, sewer maintenance, sanitary, irrigation, levee, reclamation, water, conservation or flood control district, whether acting for himself or itself or in any other representative capacity; or any other group or combination acting as a unit, and the plural as well as the singular number.

15.04.230 - Private sewage disposal system.¶
"Private sewage disposal system" means a septic tank, cesspool, seepage hole, or such other facility or facilities as may be permitted under Chapters 15.04 through 15.28 and the Rules, Regulations and Charges Governing Water and Sewer Service.

15.04.240 - Private sewer.¶
"Private sewer" means a sewer constructed, owned and operated by a private party or parties, other than a sewer lateral, to serve one or more buildings which are not immediately adjacent to a public sewer so as to connect the building or buildings to a public sewer, and irrespective of whether the sewer is constructed in public or private property.

15.04.250 - Public sewer.¶
"Public sewer" means the main line sewer, constructed in a street, highway, alley, place, or right-of-way dedicated to public use. Public sewer does not include a sewer lateral or a private sewer.

15.04.260 - Saddle.¶
"Saddle" means the fitting installed on a main line sewer by cutting a hole in the sewer main and installing a prefabricated fitting acting as a wye or tee.

15.04.270 - Seepage hole.¶
"Seepage hole" means an excavation in the ground made for receiving only a clarified effluent and into which no crude sewage is permitted to flow.

15.04.280 - Septic tank.¶
"Septic tank" means an approved watertight tank or compartment for use in eliminating, disposing, digesting or reducing solid substances in sewage before disposing of the effluent in a cesspool, seepage hole or leaching system.

15.04.290 - Sewage.¶
"Sewage" means any waterborne wastes transported by the public sewer, except stormwater, groundwater, roof or yard drainage, and includes domestic sewage, industrial wastewater and wastewater or contaminated water of any origin.

15.04.300 - Sewage pumping plant.¶
"Sewage pumping plant" means any works or device used to raise sewage from a lower to a higher level or to overcome friction in a sewer line

15.04.310 - Sewage treatment plant.¶
"Sewage treatment plant" means any works or device for treating sewage, except a septic tank.

15.04.311 - Sewer lateral.¶
"Sewer lateral" means the house connection and building sewer.

15.04.315 - Sewer system.¶
"Sewer system" means the City sewer system for transporting sewage, including but not limited to pipes, mains, interceptors, manholes, pump stations, and appurtenances necessary for the collection, transportation, and removal of sewage to an appropriate plant for treatment but excluding local street sewers or laterals (as distinguished from main trunk, interceptor and outfall sewers), on-site local sewers, house connections, private sewage disposal systems and the County sewage treatment plant.

15.04.320 - Structure.¶
"Structure" means that which is built or constructed, an edifice or building of any kind, or any piece of work artificially built up or composed of parts jointed together in some definite manner.

15.04.330 - Trap.¶
"Trap" means any approved equipment or appliance for sealing an outlet from a sewer lateral to prevent the escape of sewer gas from a main line sewer through a sewer lateral.

15.04.340 - Wastewater.¶
"Wastewater" means any water from the operation of vehicle service stations, wash racks or garages, but not including domestic sewage.
