§ 2.40.010. Establishment and Maintenance of Public Library.¶
As a part of the organizational structure and department of the City, a public library is established, in and for the City, to be maintained, to provide opportunities for information, education, culture, and recreation through books, computers, audio/visual tools and other materials, media and library services, as determined by the City Council to be in the best interests of the community. City funding for the public library shall be provided as part of the City's bi-annual budgeting process, as deemed appropriate by the City Council after recommendations by the City Manager.

§ 2.40.020. Library Commission.¶
There is hereby created a Library Commission made up of five members appointed by the City Council; provided, that the first Library Commission membership shall consist of all those individuals who were members of the Board of Trustees of the Lompoc Public Library on the effective date of the ordinance that enacted this Section, but only if the individual desires to be a Library Commissioner; and provided, further, that each such individual shall serve as a Commissioner for the same length of term he or she would have remained a Trustee had the disestablishment of the Public Library not occurred. Subsequent to the end of each term or vacancy of a Commission seat, each member of the Commission shall be: (i) appointed by the City Council at large for a three-year term; and (ii) shall be a resident of the City and County of Santa Barbara Library Zone 2 serviced by the City; provided, that two may be other than residents of the City, but must have their primary residence within the boundaries of Library Zone 2. Removal and reappointment of a Library Commissioner shall be handled in the same manner as for a Planning Commissioner.
