§ 10-8-1 SOLICITATION OF MOTORISTS PROHIBITED.¶
(A) No person shall stand on any public or private parking lot, street or highway, or any sidewalk or other area adjacent to any parking lot, street or highway, and solicit or attempt to solicit employment, business or contributions from occupants of a vehicle.
(B) The City Council finds this provision is necessary to assure traffic flow and safety of both motorists and pedestrians. The solicitation of motorists is potentially distracting to the operator of the motor vehicle, and can place solicitors in close proximity to moving vehicles in an unsafe manner. This prohibition is not directed toward any other form of solicitation, and is expressly intended not to infringe on any protected rights of any individual. This regulation is necessary to protect the safety and welfare of the public.

§ 10-8-2 SOLICITATION OF MOTORISTS BY CHARITABLE ORGANIZATIONS.¶
Recognizable charitable organizations may solicit funds or services from motorists within the city by a permit issued by the Police Department at no cost to the charitable organization.

§ 10-8-3 CONFLICT WITH CHAPTER.¶
All other ordinances and parts of ordinances in conflict herewith are hereby repealed.

§ 10-8-4 PENALTY.¶
Any person violating any of the provisions of this chapter shall be deemed guilty of a misdemeanor and upon conviction thereof shall be punished as provided in § 1-4-1 of this code.
