13.12.370 - Right—Initiation.

Any person adversely and directly affected by a determination made by the city administrator or his designee under the provisions of this ordinance may appeal the determination to the city council. Notice of appeal must be filed in writing with the city clerk not later than 15 days from the date of such determination, or not later than 15 days from receipt by the appellant of notice of such determination, whichever shall last occur. The notice shall specify the basis for appeal.

13.12.380 - Hearing.

At its next regular meeting following receipt of the appeal by the city clerk, the city council shall set the matter for hearing within 30 days and shall direct the city clerk to give the appellant written notice of the time, date and place of the hearing. At the time of the hearing, the city council shall consider all testimony and evidence presented which is relevant to the subject of the appeal and shall, within 15 days thereafter, affirm, modify or reverse the determination of the city administrator or his designee.
