Chapter 17.54 — HOUSING OPPORTUNITY OVERLAY ZONES

§ 17.54.010. Housing Opportunity Overlay 1 (HOO1).

The Housing Opportunity Overlay 1 (HOO1) applies to specific sites included in the city of Lawndale's Adopted 2021-2029 Housing Element identified to accommodate a portion of the city's remaining moderate- and above-moderate regional housing needs allocation (RHNA). For these sites, the minimum residential density is twenty du/ac and the maximum residential density is one hundred du/ac, consistent with the goals, policies, and actions of the City's Adopted 2021-2029 Housing Element. All other provisions of the underlying designation of Lawndale Municipal Code will apply.

§ 17.54.020. Housing Opportunity Overlay 2 (HOO2).

The Housing Opportunity Overlay 2 (HOO2) applies to specific sites included in the city of Lawndale's Adopted 2021-2029 Housing Element identified to accommodate a portion of the city's remaining lower-income regional housing needs allocation (RHNA). For these sites, the minimum residential density is twenty du/ac and the maximum residential density is one hundred du/ac. The HOO2 implements the required rezones of sites pursuant to Government Code Section 65583 , subdivision (c) (1) (A) and Government Code Section 65583.2 , subdivision (c) and (i) consistent with the goals, policies, and actions included in the Adopted 2021-2029 Housing Element. Specifically, the following regulations shall apply to the use of a lot designated with the HOO2 designation:

  • A. The minimum residential density shall be twenty dwelling units per net acre.

  • B. Residential uses shall occupy at least fifty percent of the total gross floor area of a mixed-use development.

  • C. For developments in which twenty percent or more of the units are affordable to lower income households (income and affordability levels set forth in Sections 50079.5 , 50093 , and 50105 of the Health and Safety Code shall apply), owner-occupied and rental multifamily uses shall be permitted.

  • D. An applicant for a project pursuant to this section may apply for a density bonus in accordance with Government Code Section 65915 .

All other provisions of the underlying designation of the Lawndale Municipal Code will apply. Where there is a conflict, the provisions of the HOO2 shall apply. (Ord. 1211-25, 6/2/2025)
