§ 2.16.010. Establishment.¶
There is created a commission, consisting of five members known as the parks and recreation commission for the city. The members of the parks and recreation commission shall be appointed by the mayor, with the approval of the city council.

§ 2.16.020. Membership.¶
A. The parks and recreation commission shall consist of five members. Prior to July 1, 2006, at least three of the members shall be residents at the time of application and continuously thereafter while the remaining two members may reside outside the city but must have a Lathrop zip code. As of July 1, 2006, all members shall be residents of the city at the time of application and continuously thereafter. All members shall be registered voters.
B. A member of the commission may be removed from office by the mayor, with the approval of the city council. A member who fails, without authorization or permission of the commission, to attend three successive regular meetings of the commission is subject to removal, and the mayor and city council shall be so notified by the city manager.

§ 2.16.030. Term of office.¶
Members of the commission shall serve for a period of three years. No person appointed as a commissioner shall be eligible to serve for more than three consecutive terms or majority portions thereof.

§ 2.16.040. Quorum.¶
Three members of the parks and recreation commission shall constitute a quorum, but a lesser number may adjourn from time to time to a day certain.

§ 2.16.050. Vacancies.¶
Unexcused absences from three consecutive meetings or four meetings in a 12 month period shall constitute a resignation from the parks and recreation commission. If a vacancy shall occur (however it shall occur) other than by expiration of term, the vacancy shall be filled by appointment by the council for the unexpired portion of the term.

§ 2.16.060. Organization.¶
A. The commission shall annually elect a chairperson and vice chairperson who shall serve at the pleasure of the commission.
B. The commission shall adopt bylaws, rules and regulations for the proper conduct of public recreation for the city.
C. The commission shall establish a regular place of meeting and rules of conduct therefor, and shall hold at least one regular meeting each month. Special meetings of the commission may be called at any time by the chairperson or by any three or more members of the commission upon 24 hour personal notice being given to all members of the commission. If personal notice cannot be given, written notice must be mailed to such members at least five days prior to the meeting. Notice shall be posted at the city offices at least 24 hours prior to a special meeting.
D. A majority of the members shall constitute a quorum.

§ 2.16.070. Records.¶
The parks and recreation commission shall keep a record of all business, minutes, transactions, findings, determinations, correspondence and other matters coming before it, and shall render such reports to the city council as may be required.

§ 2.16.080. Meetings.¶
The parks and recreation commission shall meet regularly on a schedule to be determined by the full commission.

§ 2.16.090. Duties and responsibilities.¶
The parks and recreation commission shall have the following duties and responsibilities:
A. To act in an advisory capacity to the city council in all matters pertaining to recreation and parks;
B. Assist in the development of park amenity and field maintenance standards;
C. Be an advocate for recreational space to meet the current and future needs of the community;
D. Review of plans for proposed park and recreation facilities to ensure they meet the defined standard;
E. Foster a culture of community partnership with businesses and local organizations;
F. Participate in a general overview and evaluation of recreation programming to assist with community needs assessment;
G. Participate in an annual park and recreation facility tour to assist in identifying areas for improvement;
H. Annual overview and evaluation of parks and recreation policies, budget, and proposed fees;
I. Be an active participant and supporter of community special events;
J. Provide additional assistance to the director of the parks and recreation department as needed.
