§ 2.24.010. Establishment.

The senior commission of the city, hereinafter referred to in this chapter as the "commission," is created. To implement this chapter, the city council may establish rules and regulations, including, but not limited to, the adoption of policies and procedures relating to a code of conduct applicable to the Lathrop Senior Center.

§ 2.24.020. Membership.

A. The senior commission shall consist of five members. Each commissioner shall be at least 50 years of age. No less than four members shall be residents of the city at the time of application for appointment and continuously thereafter; provided, however, that all members shall be residents of the county of San Joaquin at the time of application for appointment and continuously thereafter.

B. The members shall be appointed by the mayor, with the approval of the city council.

§ 2.24.030. Term of office.

A. Members of the commission shall serve for a period of three years. If a vacancy shall occur otherwise than the expiration of a term, it shall be filled by appointment by the mayor, with the approval of the city council, for the unexpired portion of the term. No person appointed as a commissioner shall be eligible to serve more than two consecutive terms or majority portions thereof.

B. A member of the commission may be removed from office by the mayor, with the approval of the city council. A member who fails, without authorization or permission of the commission, to attend three successive regular meetings of the commission is subject to removal, and the mayor and city council shall be so notified by the city manager.

C. The senior commission shall select a chair and vice-chair from among its members. The term of these offices shall be one year and shall be elected each July or at the next regular meeting to fill a vacancy.

§ 2.24.040. Meetings.

The senior commission shall schedule at least one meeting per month at such time and place as it may fix by resolution. Special meetings of the commission may be called at any time by the chairperson or by any three or more members of the commission upon 24 hour personal notice being given to all members of the commission. If personal notice cannot be given, written notice must be mailed to such members at least five days prior to the meeting. Notice shall be posted at the city offices at least 24 hours prior to a special meeting.

A majority of members shall constitute a quorum at any regular or special meeting of the commission.

§ 2.24.050. Duties and responsibilities.

The senior commission shall have the following duties and responsibilities:

A. To coordinate recreational, education, and social service opportunities for those ages 50 and above;

B. To work with staff to develop new recreation programs, activities and special events for those ages 50 and above, provided they can be accommodated within the Senior Center's approved budget;

C. To direct parks and recreation staff in making plans for and conducting activities for seniors;

D. To provide to city council, recommendations on the acquisition, development, beautification and maintenance of new park facilities needed by seniors to implement programs and activities endorsed by the commission;

E. To approve the disbursement and/or expenditure of funds identified as commission funds in the Senior Center budget provided that these expenditures shall in all instances follow the city's purchasing system as defined in LMC Section 2.36.050(A) and (B) for purchases up to $4,999 requiring the signature of the appropriate department head; and expenditures above $5,000 requiring the approval and signature of the city manager; and further, provided, that such expenditures shall also be to carry on programs for those ages 50 and above, while allowing the commission to make non-senior programming-related financial discretionary expenditures of up to $3,000 annually, provided they can be accommodated within the Senior Center's approved budget, and not to make physical changes to any city property. Any expenditure that does not meet these criteria must be approved by city council prior to expenditure;

F. To perform such other duties as may be requested from time to time by the city council.
