§ 7.04.010. Quarantine—Establishment—Posting required.

Whenever, in the opinion of the health officer, or any special health officer of the county, there exists within the county an epidemic or contagious or infectious disease, the health officer or special health officer may establish quarantine stations and quarantines and make such quarantine regulations as he shall deem reasonable and proper and may require all persons to stay or be kept at home in the house where such epidemic or contagious or infectious disease exists; such quarantine regulations shall be made public by posting them in three public places in the township where such epidemic, contagious or infectious disease exists.

§ 7.04.020. Report by physician.

It is made the duty of every physician resident or practicing medicine within the county to inform the health officer or special health officer of any case of smallpox, varioloid, scarlet fever, diphtheria or membranous croup existing within the county, which he or she may be called upon to attend within two hours after it shall come to his or her knowledge.

§ 7.04.030. Report by citizen.

It is made the duty of every occupant of any building within the county in which a case of small pox, varioloid, scarlet fever, diphtheria or membranous croup may exist, to report the case to the health officer, within two hours after it shall come to his or her knowledge.

§ 7.04.040. Flag display requirements.

The occupant of any building in which a case of small pox, varioloid, scarlet fever, diphtheria or membranous croup may exist within the county, shall at once display in a manner, that may be seen readily by persons passing, a flag, not less than three feet square, as follows: For small pox or varioloid, a yellow flag; for scarlet fever, a scarlet flag; for diphtheria or membranous croup, a blue flag, and no person, except physicians, shall enter, or leave that building and mingle with other persons, while the flag is displayed.

§ 7.04.050. Disturbance of flag prohibited.

No person shall mutilate or disturb any flag that may be displayed as provided for in this chapter, during the existence of the disease in that house or building.

§ 7.04.060. Pest house.

Wherever, in the opinion of the health officer or special health officer there exists within the county, a contagious or infectious disease necessitating the removal of persons affected thereby, he or she may cause to be erected a pest house and order the removal thereto of such persons as may be affected by such contagious or infectious disease, and provide proper treatment therefor.

§ 7.04.070. Supervision of quarantine and pest house expenses.

Whenever in the opinion of the county health officer, it may become necessary to establish a quarantine or quarantine station or stations or build a pest house as herein provided, he or she shall consult with, and the expenses of making and keeping the quarantine effective and building the pest house, shall be under the immediate supervision and control of, the supervisor of the supervisor district wherein the quarantine is established or the pest house is erected.

§ 7.04.080. Avoidance of quarantine station prohibited.

No person shall for the purposes of avoiding any quarantine station, quarantine regulations or rules established by the health officer as provided for in this chapter, take any other than the main and direct road usually traveled by the traveling public on which any quarantine or other station is established as provided by the health officer.

§ 7.04.090. Medical examination by health officer.

Whenever in the opinion of the county health officer, any person is or may be affected with any contagious or infectious disease, and such person is not attended by any regular physician, the health officer shall go to the place where such person is and make examination for the purpose of ascertaining if any infectious or contagious disease exists, provided that any such person may employ at their own expense a regular physician who may examine such person and report to the health officer as provided in Section 7.04.020, provided further that no person shall in any manner interfere with or deny the health officer the right to examine any person as in this section provided.

§ 7.04.100. Quarantine—Provision for expenses.

Any expenses incurred in establishing or maintaining any quarantine or quarantine stations or enforcing any rules as provided in this chapter shall be a county charge and payable from the general fund of the county as other moneys are paid, provided that the expenses shall have been authorized and approved by the supervisor of the district wherein the expenses were incurred.
