Sec. 5-15. - Declaration.

15.1 No person, firm or corporation shall obstruct the free passage or use, in the…

navigable waterway, lake, river, bay, stream, channel, canal or creek. Any such obstruction is declared to be a public nuisance and may be abated pursuant to the procedure set forth in Chapter 13 of this Code or in any other applicable provision of law.
