Sec. 9-10. - Hours of Operation.

10.1 The hours of operation of the Eastlake Sanitary Landfill shall be from 7:30 a.m.

10.2 The hours of operation of the Lakeport Transfer Station shall be from 7:30 a.m.

to 3:00 p.m., Tuesday through Saturday. The Lakeport Transfer Station shall be closed Sundays and Mondays.

Sec. 9-11. - Holidays.

11.1 The Solid Waste Landfill Site and the Lakeport Solid Waste Transfer Station shall…

Sec. 9-12. - Prohibited Items.

12.1 The mechanical equipment at the solid waste transfer station for compacting debris…

(a) Debris resulting from the demolition of buildings, roads, bridges or other structures, in quantities larger than the amount which can be transported in a three (3) quarter-ton pickup truck. No person, firm or corporation shall deposit more than two (2) such pickup loads in any one (1) day. Larger loads must be disposed of directly at the landfill.

(b) More than five (5) rubber tires. No person, firm or corporation shall offer for disposal more than five (5) tires in any one (1) month at the transfer station.

(c) Dead animals, or fish except that fish may be accepted if they are wrapped or contained in a manner which is approved by the Director of Public Works in accordance with regulations which he may from time to time provide.

(d) Explosive, inflammable or corrosive material, nor any material which is burning, sparkling or smoldering.

(e) Human or animal waste or excreta.

(f) Motor vehicles.

(g) Pears, apples, grapes or other fruits or vegetables, in greater quantities than a standard thirty-gallon garbage can. No person shall deposit more than one (1) such can in any one (1) week. Larger quantities will be accepted at the landfill and will be subject to a fee as set out in Section 9-13 below.

(h) Items which are too large for the mechanism, or are of such shape, construction, density or destructive nature that the mechanism would be broken, damaged or rendered inoperative by their deposit.

Sec. 9-15A. - Disposal Restricted to Inhabitants.

15A.1 No waste, debris, scrap, tires, vegetable material, trash, garbage or other items to be disposed of will be accepted from any person who is not an inhabitant of the County of Lake or from any firm or corporation that does not have an established place of business in the County of Lake except as may be provided by contract or agreement with the Board of Supervisors.

Sec. 9-15B. - Tire Disposal Permits Required.

15B.1 Except as otherwise provided in this section, no person, firm or corporation shall dispose of five or more tires at any one time or in any one month at the solid waste disposal sites, without first having procured a tire disposal permit in accordance with this section.

15B.2 The Public Services Department shall issue a tire disposal permit to any inhabitant of the County of Lake or any firm or corporation which has an established place of business in the County of Lake who desires to dispose of five (5) or more tires at any one time or in any one month at the tire disposal sites upon payment of a twenty-five dollar ($25.00) annual fee and the presentation of proof that the person is an inhabitant of the County of Lake or that the firm or business has an established place of business in the County of Lake. Tire disposal permits shall expire twelve (12) months from the date of issuance.

15B.3 No tire disposal permit issued hereunder shall be transferable, and shall be used only by the person, firm or corporation to whom it has been issued.

15B.4 The holder of a tire disposal permit shall prominently display their permit to the gate personnel upon entry to the solid waste disposal site.

15B.5 Persons, firms or corporations disposing of four (4) or less tires at any one time or in any one month shall not be required to have a tire disposal permit.

15B.6 For the purposes of Sections 15A and 15B, the following words and phrases shall have the following meanings:

(a) Inhabitants of the County of Lake means a person who resides within the County of Lake on either a full- or part-time basis and who either owns, rents or leases a fixed place of habitation within the County of Lake.

(b) Established Place of Business is a fixed place, location or building owned or leased by the person, firm or corporation who uses such place, location or building as their permanent place of business.

Sec. 9-15C. - Customer Charge Accounts.

15C.1 The Public Services Director is hereby authorized to provide for Gate Fee Customer Charge Accounts for charges incurred at the Eastlake Sanitary Landfill and Lakeport Transfer Station for solid waste services.

15C.2 Businesses with an established place of business in Lake County as defined in Section 9-15B.6(b), organizations and public entities with operations in Lake County may apply to the Public Services Director to establish a customer charge account by submitting a completed charge account application and agreeing to the terms and conditions as established by the Public Services Director and the charge established herein. If the Public Services Director determines that the applicant is eligible for a customer charge account and has satisfactory credit references, he may approve the application.

15C.3 Gate Fee Customer Charge Accounts shall be billed on a monthly basis and are due thirty (30) days after the billing date. A late fee charge of five dollars ($5.00) plus one and one-half percent (1.5%) per month of the balance due shall be imposed on all Gate Fee Customer Charge Accounts that are not paid in full within thirty (30) days of the billing date. The Public Services Director may cancel, upon ten (10) days written notice, any Gate Fee Customer Charge account that is ninety (90) days delinquent, and commence collection proceedings.
