(a) All those parcels that are contiguous to Old Witter Springs Road, County Road No. 304A, from its beginning at Witter Springs Road to its terminus at Post Mile Marker 1.66.

(b) All those parcels that lie within the Mendocino National Forest Boundary, excepting the following:
