(a) Orchard Heater: Any article, machine, equipment or contrivance burning any kind of fuel which is designed, used, maintained, or capable of being used for protection of agricultural crops against frost or cold weather, provided, however, that the devices commonly known as wind machines are not included in the terms "orchard heater" or "heater."

(a) Orchard heaters of this type include, but are not limited to, the pipe line system and those heaters which are commonly known or designated as the return stack heater, the internal return stack heater, the Jumbo Cone heater, the coke heater, and the eighteen (18) inch and twenty-four (24) inch Lazy Flame heaters.
