Sec. 7-4-100. - Purpose of division.

This division shall serve as the traffic ordinance for the city. Adoption by the state legislature of the state Vehicle Code provides for uniform traffic regulations throughout the state. Within these regulations the state Vehicle Code also delegates to local government specific authority to adopt supplemental regulations by ordinance or resolution. It is the intent of this division to establish specific city legal and organizational authority for traffic management and regulatory enforcement of use within the public right-of-way.

Sec. 7-4-101. - Traffic manual.

To guide the application of the laws contained in this traffic ordinance not in the state Vehicle Code, the city council has adopted the city traffic manual, which defines engineering policies, procedures and interpretations of traffic engineering practice. Any amendments to the traffic manual shall be approved by resolution of the city council.

Sec. 7-4-102. - Definitions.

The following words, terms and phrases, when used in this division, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning. Whenever any words or phrases used in this division are defined in the state Vehicle Code and amendments thereto, such definitions shall apply if such word or phrase is not elsewhere defined in this division.

Bicycle lane means a marked lane within the roadway designated by appropriate signs and markings for the one-way use of bicycles.

Bicycle path and bicycle trail mean a specifically designated area for bicycle use physically separated from the roadway.

Bicycle route means any roadway designated as a bikeway pursuant to Streets and Highways Code § 2371 with official signs giving notice of such a bikeway.

Bus stop zone means the space adjacent to the curb or edge of a roadway reserved for the exclusive use of buses during the loading or unloading of passengers.

Curb means the lateral boundary of the roadway, whether such curb is marked by curbing construction or not so marked. It does not include the line dividing the roadway of a street from parking strips in the center of a street or from tracks or rights-of-way of public utility companies.

Director means the director of public works or his authorized representative.

Holidays means the holidays specified by the city council.

Loading zone means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.

Official time standard. Whenever certain hours are named, they shall mean standard time or daylight saving time as may be in current use in the city.

Passenger loading zone means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers.

Public parking facility means a ground level surface parking lot or an above-ground, below ground, or multiple-level parking facility that is owned or operated by the City of Laguna Niguel or any other government entity.

School days means days on which regularly scheduled public school classes are in session.

Skateboard means a conveyance consisting of a short oblong board with small wheels, propelled with or without mechanical power, which can be ridden by one or more persons at a time.

Vehicle Code means the state Vehicle Code.
