Sec. 2-3-46. - Membership and appointment.

(a) The traffic and transportation commission is hereby established.

(b) The traffic and transportation commission shall consist of five residents of Laguna Niguel each appointed by the city council in accordance with the procedures established for appointing members of city commissions, committees and boards, and committees established in article 1 of this division of the Laguna Niguel Municipal Code. The mayor may appoint a member of the city council to act as a liaison between the city council and the commission.

Sec. 2-3-47. - Term of membership.

The term of office of members and alternate members of the traffic and transportation commission shall be for a period of two years, unless the city council, at the time of the appointment, expressly makes the appointment to a term of one year. The two-year term shall run from January 1 of a particular year to December 31 of the following year. The one-year term shall run from January 1 of a particular year to December 31 of that same year. The city council shall appoint the members of the commission for a particular term during the November and December immediately preceding the term. In the event that there is a delay in the appointment of the members of the commission for a particular term, then the members appointed for the preceding term shall remain in office until the city council appoints their successors.

The terms of office for the members of the commission shall be staggered, to the extent feasible, such that the terms of no more than three members terminate at the same time.

Sec. 2-3-48. - Duties and responsibilities of the commission.

The duties and responsibilities of the traffic and transportation commission shall consist of the following:

(a) Act in an advisory capacity to the city council on all traffic matters relating to:

(1) Receiving complaints relating to traffic matters.

(2) Surveying, reviewing and making recommendations relative to traffic conditions, improvement of traffic conditions, and the administration and enforcement of traffic regulations.

(3) Surveying, reviewing and making recommending plans for improved parking.

(4) Surveying, reviewing and recommending safety programs, campaigns, and activities to educate the public in traffic safety.

(b) Initiate and maintain a program of traffic safety programs and campaigns relative to the California Traffic Safety Program provided for by Sections 2900—2910 of the California Vehicle Code.

(c) Act as a body to receive complaints and recommendations concerning traffic matters. In this capacity, the commission shall act as a liaison to communicate information obtained from the general public and other local agencies to the city council.

(d) The commission shall not duplicate planning commission duties relating to the review of tentative tract maps and other development plans.

(e) Recommend to the planning commission and the city council provisions for the circulation element of the general plan of the city, and to otherwise implement said element after its adoption.

(f) Study and make recommendations to the city council on matters regarding public transportation.

(g) Study and make recommendations to the city council on matters of traffic regulations, including traffic control devices, parking, and vehicle and pedestrian safety, except for those matters otherwise delegated by this Code to the traffic engineer. The traffic and transportation commission shall also have the authority and responsibility to study and make recommendations to the city council on the following specific matters:

(1) The designation of any intersection requiring a vehicle to come to a full stop or the installation or removal of any existing stop sign within the city;

(2) The installation of any traffic control sign within the city, except for traffic warning signs as provided in section 7-4-202; and

(3) The designation of overnight parking zones on certain streets or highways, or portions thereof.

(4) The designation of specific street segments for time limited parking zones, including, but not limited to, time or day restrictions or one-hour, two-hour, or other time limitations.

(h) Review and monitor existing traffic circulation improvement programs.

(i) After evaluation by the traffic engineer, review, evaluate, and make recommendations to the city council regarding requests for the installation of stop signs and signals and the creation of one-way streets.

(j) Review and evaluate all traffic improvement and/or circulation proposals submitted to the city by state and local government entities.

(k) Review and evaluate current and anticipated on-street parking requirements and limitations.

(l) Undertake such other duties as may be assigned by the city council.

Sec. 2-3-49. - Time and place of meetings.

The traffic and transportation commission shall hold regular meetings on the fourth Wednesday of each month at 7:00 p.m. All meetings of the commission shall be held at the City of Laguna Niguel City Hall.

Sec. 2-3-50. - Officers.

The commission shall, annually in January of each year, select one of its members to serve as the chairperson of the commission and one of its members to serve as vice chairperson of the commission.

Sec. 2-3-51. - Staff assistance.

The city manager shall provide the necessary staff for the technical and clerical assistance of the commission.

Sec. 2-3-52. - Compensation.

Traffic and transportation commission members shall be compensated at the rate of $25.00 for each meeting of the commission that they attend not to exceed two meetings in one month.
