§ 12.04.010. Possession and control of streets.¶
The city shall have full possession and control of all public works, including public property. The city council may do any and all acts necessary and proper for the construction, improvement, maintenance or control of such public works and it shall be unlawful for any person to open, excavate, encroach upon, use for overheight, overwidth or overweight loads, or use privately any public property, or otherwise change its use, except in accordance with the provisions of this code, and then only after securing a public works permit therefor.

§ 12.04.015. Persons obstructing public right-of-way or place.¶
It is unlawful for any person to stand or sit in or upon any street, alley, sidewalk, or crosswalk so as in any manner to hinder or obstruct the free passage of persons passing along the same except as follows: for a use or activity for which a permit has been previously obtained from the city, or for a use under the terms of a valid license agreement with the city, or for viewing a parade or similar event for which a permit has been issued, or for lawful labor activities that are permitted to be carried out by state or federal law, or for activities protected by the California Constitution or the United States Constitution.

§ 12.04.020. Closing of streets—Authority.¶
The city council may close any dedicated street when it determines that is for the public interest and convenience. Procedures to close any such street shall be as outlined in Chapters 1, 2 and 3, Part 3, Division 9, of the Streets and Highways Code of the state, and/or as outlined in Chapter 5 of Division 2.5 of the Streets and Highways Code, whichever is applicable.

§ 12.04.030. Closing of streets—Temporary—When.¶
The director of public works may restrict the use of or temporarily close any street for a period not to exceed twenty-four hours and the city council may restrict the use of or temporarily close any street indefinitely whenever the director of public works considers such closing or restriction of use necessary:
A. For the protection of the public; or
B. For public celebrations, community festivals or other recreational purposes.

§ 12.04.040. Closing of streets—Temporary—Notice.¶
To notify the public that a city street is closed or its use restricted, the street superintendent may:
A. Erect suitable barriers or obstructions upon such street;
B. Close temporarily and post warning and notices of the condition of such street when in his or her opinion such is necessary for the protection of the public during storms, construction, improvement or maintenance work thereon;
C. Post signs for the direction of traffic upon it, or to or upon any other street or detour open to public travel; or
D. Place warning devices on such street.

§ 12.04.050. Abandonment of railroad crossing.¶
With the consent of the State Public Utilities Commission, the city council may abandon that portion of any local street which crosses the tracks or right-of-way of any railroad or street railroad and may close such crossing.

§ 12.04.060. Failure to observe notice unlawful.¶
Any person who fails, refuses or neglects to observe any type of warning or notice placed or posted in accordance with this chapter is guilty of a misdemeanor.
