Sec. 28-84. - Discharging firearms.¶
(a) No person shall discharge or set off within the City limits any gun, rifle, pistol, shotgun or other firearm or any airgun or other contrivance discharging or propelling shots, slugs, bullets, darts, arrows, rocks, metal or plastic projectiles, or any other missiles.
(b) The provisions of this section shall not apply to any peace officer or person summoned to aid or discharge any official duty or where such act is necessary for the protection of human life or property.

Sec. 28-85. - Sound trucks—Definitions.¶
For the purposes of this article, the following words and phrases shall have the meanings described below; provided, however, that with regard to technical terms, the terminology of the American National Standards Institute Standard shall govern:
Decibel (dB) means a unit which denotes the ratio between two quantities which are proportional to power. The number of decibels corresponding to the ratio of two amounts of power is ten times the logarithm to the base ten of this ratio.
Noise level means the "A" weighted sound pressure level in decibels obtained by using a sound level meter at slow response with a reference pressure of 20 micropascals (micronewtons per square meter). The unit of measurement shall be designated as dB(A).
Sound amplifying equipment.
(1) The term "sound amplifying equipment" means, as used herein, any machine or device for the amplification of the human voice, music, or any other sound.
(2) The term "sound amplifying equipment," as used herein, shall not be construed as including standard automobile radios when used and heard only by occupants of the vehicle in which installed or warning devices on authorized emergency vehicles or horns or other warning devices on other vehicles used only for traffic safety purposes.
Sound truck, as used herein, means any motor vehicle, or horse-drawn vehicle, having mounted thereon, or attached thereto, any sound amplifying equipment.

Sec. 28-86. - Same-Regulations for use.¶
The use of sound trucks in the City with sound amplifying equipment in operation for commercial or noncommercial purposes shall be subject to the following time and manner regulations:
(1) Operations are permitted each day, between the hours of 9:00 a.m. and 5:00 p.m., except on Saturday and Sunday and legal holidays when no operations shall be authorized.
(2) Sound trucks shall be operated in a manner that does not impede the flow of pedestrian or vehicular traffic and that does not create traffic or safety concerns.
(3) The volume of sound emitted from a sound truck shall be controlled so that it will not be loud, raucous, jarring, disturbing or a nuisance to persons within the area of audibility
In addition to the above, sound trucks used for commercial purposes shall comply with the provisions of this Code relating to licensing.
Sec. 28-87. - Same—Penalty.¶
Any person who violates any provision of sections 28-85 to 28-86 shall be deemed guilty of an infraction, and upon conviction thereof shall be fined according to the general penalties described in section 2-351 (Infraction penalty) of this Code.

Sec. 28-88. - Drinking in public places.¶
No person shall drink any malt, spirituous, or vinous liquor containing more than one-half of one percent of alcohol by volume, upon any public street, alley, sidewalk, parkway, or other public place within this City, whether such person is or is not in or upon any automobile or other vehicle or conveyance, except as expressly authorized by section 30-1(d) or other permit issued by the City Manager.

Sec. 28-89. - Disorderly houses.¶
It is unlawful for any person to keep a riotous house, or permit any riotous, or disorderly conduct in any house, yard, or premises connected therewith, owned or occupied by such person, or be guilty of any riotous or disorderly conduct in any house, yard, or premises whereby the peace, quiet, or decency of any person in the neighborhood of such house, may be disturbed.
