La Palma Municipal Code Art. I In General

The Chief Health Officer of the County is hereby declared to be the Health Officer of the City. Unless otherwise stated in this chapter or this Code, the Health Officer or his or her designee is hereby authorized to enforce the provisions of this chapter.

State Law reference— City Council may contract with County for the performance by County health officers of any or all inspection and enforcement functions within the City related to ordinances of public health and sanitation, Health and Safety Code § 101400.

No person shall refuse, resist, or attempt to resist the entrance of the Health Officer into any railway car, stage, vehicle, building, room, lot or other place or portion or room thereof, in the City in the performance of his or her duty, or shall refuse to obey any lawful order of the Health Officer made in the performance of his or her duties within the power conferred upon him or her by law or by this chapter.

State Law reference— Any person who violates rule, order, regulation or demand of health officer is guilty of misdemeanor, Health and Safety Code § 120275.

Every person maintaining any toilet, washroom, bath, or shower room for the use of employees or the public shall at all times keep the floors, walls, ceilings, lavatory, urinal, and toilet bowl free from any accumulation of dirt, filth, or corrosion. All lavatories shall be supplied with soap and individual towels with a receptacle for their disposal. All toilet rooms shall be provided with toilet paper and shall be well lighted and ventilated.
