La Palma Municipal Code Art. VI Mobile Source Air Pollution Reduction Revenues

The City formally expresses support for the adoption of motor vehicle fees to be used to reduce air pollution from motor vehicles pursuant to the California Clean Air Act of 1988, and/or the plan prepared pursuant to Article V (commencing with Section 40460) of Chapter 5.5 of Part 3 of the Health and Safety Code of the State of California (Health and Safety Code § 40460).

The City shall establish a separate interest-bearing trust fund account in a financial institution authorized to receive deposits of City funds. Upon receipt of vehicle registration fees from SCAQMD pursuant to Health and Safety Code Section 44243 (Health and Safety Code § 44243), the City shall deposit such funds into such separate interest-bearing trust fund account. All interest earned by such trust fund account shall be credited only to that account.

All revenues received from the SCAQMD and deposited in the interest-bearing trust fund account established pursuant to Section 8-42 and in accordance with Health and Safety Code § 44243 shall be exclusively expended for the purpose of reducing air pollution from motor vehicles pursuant to the California Clean Air Act of 1988 or the plan prepared pursuant to Article V (commencing with Section 40460) of Chapter 5.5 of Part 3 of the California Health and Safety Code (Health and Safety Code § 40460).
