16.04.010 Short title .¶
This Chapter shall be known as the “Fire Code of the City of La Mirada,” and shall be cited as such.

16.04.020 Code adopted .¶
There is hereby adopted by reference as the Fire Code of the City, Title 32 of the Code of the County of Los Angeles, known as “Los Angeles County Fire Code,” as the same is in effect on March 1, 2017.

16.04.030 Copy filed .¶
One copy of the Los Angeles County Fire Code, referred to in Section 16.04.020 of this Chapter, shall be deposited in the office of the City Clerk of the City of La Mirada and shall be at all times maintained by the City Clerk for use and examination by the public.

16.04.040 Terms explained .¶
Whenever the following terms are utilized in the Los Angeles County Fire Code, as adopted by this Chapter, to the extent permitted or regulated to ensure the fullest enforcement of said Code within the City, such terms shall have the meanings as set forth below:
(1) “Building Department” shall refer to that department of the City having as its primary responsibility, enforcement of the Building Code of the City.
(2) “Board of Appeals” shall refer to such board as may be established by the Board of Supervisors for the purposes set forth in Title 32 of the County Code, adopted by this Chapter.
(3) “Chief” means the Fire Chief of the county or his or her designee.
(4) “Executive body” means the Board of Supervisors for the County.
(5) “Fire Department” means the County of Los Angeles Fire Department.
(6) “County,” “County of Los Angeles,” or “unincorporated territory of the County of Los Angeles” means the city of La Mirada, except as otherwise required.

16.04.050 Existing permits valid .¶
Any permit heretofore issued by the County pursuant to the Fire Code of the County for work within the territorial limits of the City, shall remain in full force and effect according to, and to the extent authorized by, the terms of the permit.

16.04.060 Fireworks .¶
Notwithstanding any provision in Title 32 of the Los Angeles County Code to the contrary, the use, display and sale of “safe and sane” fireworks shall be governed by the provisions of Chapter 16.12 of Title 16 of the La Mirada Municipal Code, as the same may be amended from time to time.

16.04.070 Conflicts .¶
In the event of any conflict or inconsistency between the provisions of Title 32 of the Los Angeles County Code, as adopted in Section 16.04.020 , and any provision of the La Mirada Municipal Code, the provisions of the La Mirada Municipal Code shall govern.

16.04.080 Fire hazard severity zones.¶
(1) The City Council hereby designates the moderate, high, and very high fire hazard severity zones as those areas identified in attached Exhibit “A,” which is incorporated herein by reference.
(2) The adoption of the FHSZ map ensures the city’s compliance with state regulations. The FHSZ map supports wildfire mitigation efforts, including enforcement of California Building Code, Chapter 7A, local defensible space standards, hazard disclosure requirements for real estate transactions, and insurance risk assessment practices.
(3) Any and all provisions in any previously adopted city ordinances designating fire severity zones within the city’s jurisdiction are superseded by the provisions of this section.
(4) The City Clerk shall certify to the passage and adoption of this section and shall forward a certified copy, along with all required supporting documentation, to the Board of Forestry and Fire Protection within thirty days of final adoption. Furthermore, as required by Government Code Section 51179(g), the City Clerk shall cause the posting of a notice at the office of the County Recorder, County Assessor, and County Planning Agency identifying the location of the FHSZ map, Exhibit “A” hereto.
