The following described real estate and all improvements and equipment thereon and connected therewith, have heretofore by order or ordinance been created as city parks:

Briercrest Park
Collier Park
Harry Griffen Park
Highwood Park
Jackson Park
La Mesita Park
MacArthur Park
Northmont Park
Porter Park
Rolando Park
Sunshine Park
Sunset Park
Vista La Mesa Park
In addition thereto, the city council of the city of La Mesa has, from time to time, by resolution duly recorded, dedicated all or portions of said property and other property acquired by the city of La Mesa for park purposes. The city may, from time to time, acquire land for specialized recreational activities which shall be under the direction of the director of parks and recreation and shall be subject to the rules and regulations governing parks and recreational areas as specified herein.

9.07.010 - Authority of city to expand parks: gifts, etc. of property for park purposes.¶
The provisions of this chapter shall not prevent the further acquisition of additional park properties.

9.07.020 - Operation and maintenance; park purposes.¶
Such parks and recreational areas may be used by the public at such times and upon such conditions as the council may hereafter prescribe by resolution or ordinance. Said lands dedicated or created by the city of La Mesa as parks shall be maintained for the public use, to provide comfort, enjoyment, visual pleasure, and opportunity for open air recreation, and shall be used exclusively for such purposes and related uses. Those lands dedicated by the city for specialized recreational use, such as golf courses and athletic fields, shall be used exclusively for such designated uses and related purposes.

9.07.030 - Levy of tax for maintenance.¶
The maintenance of such parks shall be by the public works department of the city, and the cost of such maintenance shall be assessed by a tax levy which shall be determined by the city council.

9.07.035 - Use fees established.¶
In accordance with the current schedule adopted by the city council, the issuance of a use permit shall include as a condition of the permit a requirement to pay a fee to reimburse the city for the cost of making the public recreational facility available to the permittee.

9.07.040 - Purpose and intent.¶
It is the purpose of the city council of the city of La Mesa, in establishing rules and regulations governing the use of park and recreational areas in the city of La Mesa, to insure the public in general, and the inhabitants of this community in particular, full and equal rights to the use and enjoyment of said public facilities without regard to the status or condition of the users of said facilities. It is recognized that society generally, and inhabitants of any community have a right to have publicly owned premises maintained in a sanitary and orderly condition. Further, the city council of the city of La Mesa recognizes the rights of individuals to speak, write and freely disseminate their views and to make full use of public facilities so long as said rights are exercised in the manner which is not inconsistent with the rights of others and violative of said rights.
It is the intent of the city council, being aware that no rights are absolute, to regulate and prohibit certain activities in public parks and other places of public recreation within the city of La Mesa, in the interest of protecting the enjoyment and safety of the public in the use of the facilities.
