6.32.010 - Assignment and payment.¶
The police chief shall have authority, after determining the necessity therefor, to designate special police officers to do special duty at any fixed place at the expense of the person for whom such duty is performed.

6.32.020 - Qualifications and discipline.¶
Persons so appointed shall possess qualifications satisfactory to the police chief and shall conform to and be subject to his orders and the rules and regulations of the department.

6.32.030 - Bond requirement.¶
No such appointment shall become effective until a corporate surety bond has been filed with the city clerk in the amount of one thousand dollars conditioned to pay any damages resulting from the failure of the appointee to properly perform his duties.

6.32.040 - Revocation of commission.¶
The commission of any special policeman may be revoked at the discretion of the police chief.

6.32.050 - Issuance and design of badges.¶
Special police officers' badges shall be issued by the chief of police to persons appointed under Section 6.32.010; and such badges shall be consecutively numbered, and shall be enameled on the face thereof "Special," in addition to any other words or device, and shall so differ in shape and design from the official police officer's badge as to be, when displayed or worn, readily distinguishable therefrom.

6.32.060 - Application for badge.¶
Application for the issuance of a special police officer's badge shall be made to the chief of police, which application must contain the following data:
(a) The name and address of the person to whom the badge is to be issued;
(b) The duties of the person who requires the issuance of said badge;
(c) Description, signature and fingerprint of the person to whom the badge is to be issued.

6.32.070 - Rental for badge.¶
The chief of police shall make a charge of two dollars for the issuance of every special police officer's badge and for every badge issued to replace a lost badge, which sum shall be considered as rental for the use of said badge, which shall at all times be and remain the property of this city.

6.32.080 - Record of badges.¶
The chief of police shall at all times keep a record of all special police officer's badges issued, which record shall, among other things, show the name and present address of the person to whom the same was issued, the serial number of the badge.

6.32.090 - Wearing of badge.¶
It is the duty of every person having a special police officer's permit to have on his person a special police officer's badge while performing the duties of a special police officer.

6.32.100 - Return of badges.¶
It shall be the duty of any person who has ceased to perform the duties which require the issuance of a special police officer's badge, to return the special police officer's badge to the chief of police.

6.32.110 - Status of special police officers.¶
No special police officer shall, by virtue of his appointment hereunder be deemed to be an officer, agent, employee, or representative of this city while engaging in any activity whatsoever undertaken for private hire, profit or reward, providing or performing any act done in the course of his own business or affairs, or while performing any act done or undertaken in connection with or in furtherance of, any private employment, business or undertaking for which such special officer is hired or engaged; nor shall any such appointment be construed to confer upon the holder any privilege or immunity, other than the authority to arrest for crime under penal code § 836.
