6.24.010 - Permit required.

It is unlawful for any owner to engage in the business of operating any taxicab or other motor vehicle for hire within this city without first obtaining a permit.

6.24.030 - Application for permit.

An applicant for a permit under the provisions of this section shall file with the director of finance a verified statement setting forth the responsibilities and qualifications of persons applying therefor, the nature of the business they wish to conduct, the number, condition, capacity, description and safety of the vehicles intended to be operated.

6.24.080 - License fees.

The permittee shall pay to the city of La Mesa an annual license fee as established by city council resolution for the privilege of operating an automobile, or automobiles, within the city of La Mesa under the provisions of this chapter. Said fee shall be payable in quarterly installments in advance. There shall be no proration of the taxicab business license tax.

6.24.090 - Regular operation required.

Every taxicab operated under the provisions of this chapter shall be operated regularly to the extent reasonably necessary to meet the public demand for taxicab service.

6.24.095 - Nondiscrimination.

It shall be unlawful for the driver or operator of any taxicab to refuse a prospective passenger or to take any action to actively discourage a prospective passenger on the basis of race, creed, color, age, sex, handicap, or national origin.

6.24.110 - Licensed drivers and insurance required.

All automobiles operating within the city of La Mesa under the provisions of this section shall be operated by drivers licensed for that purpose under the California Vehicle Act and who have received a taxicab driver's identification card issued by the sheriff of the county of San Diego, and permittees shall provide for and keep in full force and effect at all times, adequate public liability and property damage insurance for the protection of passengers using the licensed vehicles, as well as the general public, such public liability and property damage insurance to be written in the amounts required by the director of finance and in insurance companies approved by the director of finance.

6.24.120 - Violation.

The violation of any provision of this chapter or the failure of any permittee to observe all provisions of this chapter shall be grounds for refusal of an application or the revoking of a permit issued under this chapter, and in addition, shall constitute a misdemeanor for each day during which any automobile is operated upon the public streets of this city in violation of the provisions of this chapter.
