19.06.010 - Definition.¶
"Emergency temporary shelter event" means any facility operated by a state-recognized non-profit organization providing emergency temporary shelter for individuals for a period not to exceed one hundred twenty days.

19.06.020 - Permit required.¶
The city council may authorize the issuance of an emergency temporary shelter event permit by resolution through the department of community development subject to specific conditions as deemed necessary to promoted the health, safety and welfare of the community upon finding all of the following:
(a) Emergency conditions warrant an urgent need to provide emergency temporary shelter; and
(b) Applicant has demonstrated adequate means and resources to conduct the event in accordance with city specifications; and
(c) The shelter complies with the specifications of the city building official and fire marshal; and
(d) The event shall not constitute an unreasonable disruption to the community.

19.06.030 - Application for permit.¶
Every applicant for an emergency temporary shelter event permit shall file with the community development department a written application stating the name and address of the applicant, a detailed description of the premises proposed for such event, and other information the director may require. The director shall prepare a staff report on the application for city council consideration.

19.06.040 - Permit—Revocation.¶
The city council may terminate any permit issued pursuant to this chapter by resolution either for convenience or after finding that the permittee has violated any term or condition of permit approval.
