La Mesa Municipal Code Ch. 18.12 Obstructions

It is unlawful for any person, firm or corporation to place or maintain any obstruction, including any structure, signboard, advertising display, merchandise display, rubbish, debris or sweepings upon, over or across any public street, alley, way or sidewalk in the city, except as specifically authorized by permit issued under Chapter 14.26 or Chapter 18.16 herein.

It is the duty of the director of public works to order the removal of any unauthorized obstruction placed or maintained upon, over or across any public street, alley, way or sidewalk, in the city.

In the event such order shall not be complied with within three days, or in the event the person, firm or corporation so placing or maintaining such obstruction, or permitting such obstructions to be so placed or maintained, cannot be found, then the street superintendent shall remove the same.
