Chapter 11.38 — PARKING AND VEHICLE STORAGE

§ 11.38.010. Parking—General conditions.

  • A. The provisions of this chapter shall apply at the time that a building or structure is erected, altered or enlarged to increase floor space, numbers of dwelling units or guest rooms, or the use or occupancy of a building or structure is changed.

  • B. In the case of mixed uses, the total automobile parking spaces required shall be the sum of the requirements for the various uses computed separately. Required automobile parking spaces for one use shall not be considered as providing required parking spaces for any other use.

  • C. Automobile parking spaces established by this chapter shall be improved as required by this chapter prior to the occupancy of new buildings or structures or occupancy of a new use in the case of an existing building or structure which has been altered or enlarged in accordance with subsection A of this section.

§ 11.38.020. Parking—Schools and churches.

Every building used in whole or in part for an elementary school, public or private, having no grade above the sixth, shall have within 500 feet thereof, one automobile parking space for each classroom.

Every other building used in whole or in part for the gathering together of persons for deliberation or worship, or used as a school auditorium of a school in which any pupil is in a grade higher that the sixth, shall have within 500 feet thereof, one automobile parking space for each five fixed seats, and one automobile parking space for each 35 square feet of the usable floor area of such auditorium where seats are not fixed, in the largest auditorium used for public assembly. Such automobile parking spaces shall be permanently maintained. (LACC Ord. 1494 § 741, 1974)

§ 11.38.030. Residential vehicle storage.

Every single-family residence shall have on the same lot or parcel of land one or more garages, or other enclosed structure, providing storage space for two vehicles, conveniently accessible and located at a place where the erection of structures is permitted. Each vehicle storage space shall be at least nine feet wide and 20 feet deep.

§ 11.38.040. Parking—Reduction of required.

Automobile parking facilities required by this chapter shall be permanently maintained as such unless and until substituted for in full compliance with the provisions of this code. (LACC Ord. 1494 § 743.9, 1974)

§ 11.38.050. Hospitals and sanitaria.

Every hospital and sanitarium shall have on the same lot or parcel of land one and one-half automobile parking spaces plus adequate access thereto, for each patient bed. (LACC Ord. 1494 § 746, 1974)

§ 11.38.060. Hotels and clubs.

Every hotel, club, fraternity house, sorority house and similar structure providing sleeping rooms shall have on the same lot or parcel of land one automobile parking space for each two sleeping rooms. In case of dormitories, each 100 square feet of floor area shall be considered a sleeping room. (LACC Ord. 1494 § 746.5, 1974)

§ 11.38.070. Mortuary, skating rink, gymnasium and dance hall.

Every mortuary, skating rink, gymnasium and dance hall shall have on the same lot or parcel of land automobile parking spaces plus adequate access thereto, calculated as follows:

  • A. As required by Section 11.14.030(D)(1)(d) of this title, considering only the seating area; plus

  • B. One automobile parking space for every 400 square feet of other area. (LACC Ord. 1494 § 747, 1974)

§ 11.38.080. Parking—Motels.

Every motel shall have on the same lot or parcel of land:

  • A. One parking space for each guest room; and

  • B. Parking for each dwelling unit in the number required and subject to the same conditions as specified in LACC Ord. 1494, Section 743.

§ 11.38.090. Rest homes.

Every rest home shall have on the same lot or parcel of land automobile parking spaces not less than the number of residents permitted by any license or permit which permits the maintenance of such rest home. If employee residence facilities are on the premises there shall be in addition to the automobile parking spaces required for the principal use, the number of automobile parking spaces required by this chapter for such residence facilities.

§ 11.38.100. Parking for uses not specified.

Where parking requirements for any use are not specified, parking shall be provided in an amount which the commission finds adequate to prevent traffic congestion and excessive on-street parking. Whenever practical, such determination shall be based upon the requirements for the most comparable use specified in this chapter.

§ 11.38.110. Ownership.

Space required by this chapter for automotive parking shall either be owned by the owner of the premises because of the use of which the automobile parking space is required, or the owner of such premises shall have the right to use such space for automobile parking by virtue of a recorded lease for a term of not less than 20 years, which lease requires that if canceled, the party canceling such lease,

prior to the effective date of such cancellation shall notify the director of community development of such cancellation. (LACC Ord. 1494 § 749.3, 1974)

§ 11.38.120. Fractional parking spaces.

When the application of this chapter requires a fractional part of an automobile parking space or garage or parking space sufficient to accommodate a fractional number of automobiles, any such fraction shall be construed as a whole. This section does not apply to the specification of an area by square feet, or of an area equal to another area.
