§ 10.25.010. Repair of vehicles on streets or in public view.

The making of major repairs to, or the rebuilding, restoration or reconstruction of, a motor vehicle or part thereof on a street, or in public view on privately-owned premises within any district zoned for residential or commercial uses, is hereby declared to be unlawful. As used in this section, “major repair” means any work which requires the disassembling of the motor, transmission, differential, body, or other major component of the vehicle; it does not include other repair or maintenance work which does not involve such disassembling, or routine lubrication or servicing of a vehicle.

§ 10.25.020. Repair of vehicles on premises owned or occupied by others.

It shall be unlawful for any person to do mechanical or other work or repair on a motor vehicle while said vehicle is located on premises not owned or occupied by that person, except to the extent necessary to remove a disabled vehicle from the premises for repair or disposal at another location.

§ 10.25.030. Storage of disabled vehicles in public view.

In any district zoned for residential or commercial uses, it shall be unlawful for any person to keep or maintain in public view, for five or more consecutive days, on premises owned or controlled by such person, a disabled motor vehicle or part thereof. A motor vehicle is disabled, within the meaning of this section, when it is not mechanically or legally capable of being driven on a public street. In the event of a violation of this section, such vehicle or part thereof shall be deemed a public nuisance and may be abated as such in accordance with the provisions of Title II, Part 3, Division IV of the Civil Code of the state of California (commencing with § 3490); said remedy to be in addition to any other remedies which may be available, including but not limited to those set forth in Chapter 10.26 of this code relating to abandoned vehicles.

§ 10.25.040. Public view defined.

For purposes of this chapter, a motor vehicle or part thereof shall be deemed to be in public view when it is visible from a public street or way, or from other private property.
