§ 10.34.010. Definitions.

For the purposes of this chapter the word “truck” shall have the same meaning as that ascribed to the term “commercial vehicle” in Section 260 of the California Vehicle Code, and includes trailers and semitrailers. Buses, as defined in Section 233 of the California Vehicle Code, are excluded from the operation of this chapter.

§ 10.34.020. Truck traffic routes established—Signs.

The following truck traffic routes within the city are established for the movement of any truck as defined in Section 10.34.010:

§ 10.34.030. Truck traffic routes—Trucks required to use.

When authorized signs are in place giving notice of designated truck traffic routes, no person shall operate, drive or cause or permit to be operated or driven, a truck as defined in this chapter (that is, including any trailer or semitrailer) having a manufacturer’s gross vehicle weight rating of ten thousand pounds or more on any street or streets within the city other than on a truck traffic route, except as otherwise provided in this chapter.

§ 10.34.035. Truck parking.

No person shall park any truck, trailer or semitrailer having a manufacturer’s gross vehicle weight rating of ten thousand pounds or more on any street or highway in the city nor on any property zoned or used for residential purposes.

§ 10.34.040. Weighing of vehicle—Authority to require.

Any peace officer having jurisdiction within the city or acting under its authority shall have authority to require any person operating any commercial vehicle, as defined in the California Vehicle Code, not proceeding over a truck traffic route as specified in Section 10.34.020, above, to proceed to any public or private scale available for the purpose of weighing such vehicle and determining whether this chapter has been complied with.

§ 10.34.050. Unrestricted highways.

Nothing in this chapter is intended to regulate the movement of traffic on any country road or on State Freeway Route 101, or any portion thereof, which shall be referred to in this chapter as “unrestricted highways.”

§ 10.34.060. Truck traffic—Origin and destination points.

Any truck as defined in this chapter:

(a) Entering the city for a destination point outside the city shall proceed only over a truck traffic route or other unrestricted highway;

(b) On a trip originating within the city and traveling in the city for a destination point outside of the city shall proceed by the shortest and most direct route to the nearest truck traffic route or other unrestricted highway;

(c) On a trip entering the city for a destination point within the city shall proceed only over a truck traffic route or other unrestricted highway, and shall deviate therefrom only by the shortest and most direct route to the point of destination;

(d) On a trip originating in the city for a destination point in the city may proceed by the shortest and most direct route without returning to the nearest truck traffic route or other unrestricted highway.

§ 10.34.070. Exceptions—Deliveries of goods and materials and access to commercial or…

(a) Nothing in this chapter shall prohibit the operation of any commercial vehicle, as defined in the California Vehicle Code, coming from a truck traffic route or unrestricted highway from using any street by direct route from a truck traffic route or unrestricted highway when necessary for the purpose of making pickups or deliveries of goods, wares and merchandise from or to any building or structure located on a street other than a truck traffic route or unrestricted highway, or for the purpose of delivering materials to be used in the repair, alteration, remodeling or construction of a building located on such street.

(b) Nothing contained in this chapter shall prevent truck access to any commercial or highway service zone for the purpose of obtaining services, including, but not limited to mechanical repairs, meals, and/or motel accommodations; provided, however, that the routing of such trips is in accordance with the provisions of this chapter.

§ 10.34.080. Exceptions—Types of vehicles.

The provisions of this chapter shall not apply to any of the following:

(a) Buses, as provided in Section 10.34.010 of this chapter;

(b) Any authorized emergency vehicle, as defined in Section 165 of the California Vehicle Code;

(c) Any vehicle owned, leased, operated or controlled by:

(1) Any governmental agency,

(2) A public utility while in use in the construction, installation or repair of any public utility within the city,

(3) The holder of a franchise issued by the city for the removal of garbage, waste, or refuse,

(4) Any licensed contractor while engaged in the construction, maintenance or repair of a public works project for the city of King, and

(5) Any two truck, as defined in Section 615(a) of the California Vehicle Code.
