§ 10.20.000. Purpose.

The provisions of this chapter prohibiting the stopping, standing or parking of a vehicle shall apply at all times, or at those times herein specified, except when it is necessary either to stop a vehicle to avoid conflict with other traffic, or in compliance with the directions of a law enforcement officer or official traffic control device.

The provisions of this chapter imposing a time limit on stopping, standing or parking shall not relieve any person from the duty to observe other and more restrictive provisions of the Vehicle Code of the state of California, or the ordinances of the city prohibiting or limiting the stopping, standing or parking of vehicles in specified places or at specified times.

§ 10.20.010. Stopping prohibited in specified places.

It is unlawful for the operator of a vehicle to stop such vehicle in any of the following places except when necessary to avoid conflict with other traffic or in compliance with the direction of a police officer or traffic sign or signal:

(1) In an intersection;

(2) In a crosswalk;

(3) Between a safety zone and the adjacent curb or within twenty feet of a point on the curb immediately opposite the end of a safety zone;

(4) Within thirty feet of an intersection roadway except busses at a designated bus stop;

(5) In front of a theater or public building.

Upon all streets within any business district the board of police commissioners shall designate the provisions of subdivisions (3), (4) and (5) of this section by placing and maintaining red paint or other red material upon the entire curb surface within such areas omitting any crosswalk area or by placing and maintaining approximate signs directing that the stopping of vehicles is prohibited.

§ 10.20.040. Angle parking.

The city council is authorized to determine by resolution upon what streets angle parking shall be permitted and to indicate such places by the painting of white lines upon the surface of the roadway to indicate the proper angle for parking, provided that such lines shall not be placed upon, nor shall angle parking be permitted upon, any street where such parking would diminish the width of the roadway available for travel to less than twenty feet, nor upon any street which is a continuation of or part of a county truck line highway or a state highway unless a clear width of forty feet is left for the movement of vehicles when angle parking is permitted.

The chief of police is authorized to prohibit the parking of vehicles, provided appropriate signs are placed and maintained to give notice thereof, on one side of a street in any block where angle parking is permitted on the opposite side of the street.

§ 10.20.050. Police and fire vehicles.

The provisions of this title regulating the movement, parking and standing of vehicles shall not apply to emergency vehicles of the police or sheriff’s office or of the fire department or of a public utility while the driver of any such vehicle is engaged in the necessary performance of public emergency duties.

§ 10.20.060. Stopping, standing or parking in parkways.

No person shall stop, stand or park a vehicle within any parkway.

§ 10.20.070. Parking prohibited at certain locations.

It is unlawful for any person to stop, stand or park any vehicle, as defined in the Vehicle Code of California, at any time when the city manager has erected signs or placed markings giving notice that parking is prohibited at any place within a distance not to exceed thirty feet of:

(a) An intersection crosswalk in any commercially-zoned area; or

(b) The approach to any traffic signal, boulevard stop sign or official electric flashing device; or

(c) Either or both sides of any driveway approach; or

(d) The curb return at the intersection of any two streets.

The city manager shall give notice of the prohibition of parking at any of the places described in this section, either by erecting and maintaining signs giving such notice, or by placing a curb marking consisting of red paint upon the top and face of each curb.

§ 10.20.075. Parking space markings.

The city manager is authorized to install and maintain parking spaces markings to indicate parking spaces adjacent to curbings where authorized parking is permitted. When such parking space markings are placed in the highway, subject to other and more restrictive limitations, no vehicle shall be stopped, left standing or parked, other than within a single space, unless the size or shape of such vehicle makes compliance impossible.

§ 10.20.076. Authority to establish loading zones.

The city manager is authorized to determine and to mark loading zones and passenger loading zones in commercially zoned areas and elsewhere, either in front of the entrance to any place of business, or in front of any hall or place used for the purpose of public assembly.

§ 10.20.077. Loading zones, marking.

Loading zones shall be indicated by a yellow paint line upon the top and face of all curbs within such zones.

§ 10.20.078. Passenger loading zones.

Passenger loading zones shall be indicated by a white line stenciled with black letters “PASSENGER LOADING ONLY” upon the top of all curbs in said zones.
