§ 10.16.030. Turning around at intersections.

The operator of a vehicle shall not within any business district between the hours of seven a.m. and six p.m. of any day except Sunday turn such vehicle at an intersection in a complete circle or so as to proceed in the opposite direction.

§ 10.16.040. Driving from alleys.

The operator of a vehicle emerging from an alley, driveway or garage shall stop such vehicle immediately prior to driving onto a sidewalk or onto the sidewalk area extended across any alley way.

§ 10.16.050. Driving on sidewalk.

The operator of a vehicle shall not drive within any sidewalk area except at a permanent or temporary driveway.

§ 10.16.060. Certain vehicles prohibited in business district.

(a) It is unlawful for the operator of any of the following vehicles to drive the same in any business district between the hours of seven a.m. and six p.m. of any day except Sunday: Any vehicle so loaded that any part of its load extends more than three feet to the front or more than ten feet to the rear of said vehicle.

(b) The city council is authorized to establish over an appropriate street or streets and to designate by appropriate signs, through traffic routes for the movement of vehicles of two or more tons capacity designed for carrying merchandise, freight or material.

When any such through traffic route or routes are established and designated by appropriate signs, the operator of any vehicle mentioned in this paragraph shall drive on such routes or route and none other except when it is impractical to do so or when necessary to traverse another street or streets to a destination for the purpose of loading or unloading, but then only by such deviation from the nearest freight route as is reasonably necessary.

§ 10.16.070. Boulevard stops.

The following streets and parts of streets and those streets subsequently so designated by resolution, are declared to constitute boulevards for the purpose of this section: All of First Street, and all of Broadway Street south and west of First Street.

Every operator of a vehicle traversing any street intersecting any boulevard shall bring such vehicle to a full stop at the place where such street meets the nearest property line of the boulevard before entering such boulevard, provided the property line is clearly marked or sign-posted as required in this title, except at intersections where and when traffic is subject to stop and go signals for directions.

The chief of police is authorized and required to place and maintain or cause to be placed and maintained upon each and every street intersecting a boulevard and at or near the property line of the boulevard appropriate signs upon the street or devices or marks in the roadway, such signs, devices or marks to bear the word “STOP” or the words “BOULEVARD STOP” in such position and with letters of a size to be clearly legible from a distance of fifty feet along the street intersecting the boulevard.

§ 10.16.080. Crossing fire hose.

No vehicle shall be driven over any unprotected hose of the fire department when laid down on any street, or private driveway, to be used at any fire or alarm of fire, without the consent of the chief of the fire department.

§ 10.16.090. Bicycle riding restricted.

It is unlawful to ride a bicycle upon any sidewalk. The rider of a bicycle upon a roadway shall ride as nearly as practicable within five feet of the right-hand curb or edge of the roadway except when passing a standing or other vehicle or making a left-hand turn at an intersection.

§ 10.16.100. Riding on handlebars prohibited.

It is unlawful for the operator of any bicycle or motorcycle when upon a street to carry any other person upon the bar, handle or tank of any such vehicle or for any person to so ride upon such vehicle.

§ 10.16.110. Driving through funeral procession.

It is unlawful for the operator of any vehicle to drive between the vehicles comprising a funeral procession, provided that such vehicles are conspicuously so designated.

§ 10.16.120. Clinging to moving vehicles.

It is unlawful for any person traveling upon any bicycle, motorcycle or any toy vehicle to cling to or attach himself or his vehicle to any other moving vehicle upon any roadway.

§ 10.16.130. Skateboards, roller skates, rollerblades and similar items restricted.

It is unlawful for any person to ride a skateboard, roller skates, roller blades, bicycle, scooter (whether or not motorized) or similar items upon the following:

(1) Any sidewalk bordering Broadway between First Street and San Lorenzo Avenue;

(2) Any sidewalk bordering the Town Square on Second Street, or Third Street, or on any paved surface within the Town Square.

It is unlawful for any person to ride a skateboard, roller blades, roller skate, scooters (whether or not motorized), or any similar item on any part of the Town Square parking lot located at the southwest corner of Third and Lynn Streets.

§ 10.16.140. Riding on car steps.

It is unlawful for any person to ride upon the fender or runningboard of any vehicle.
